Custom gas blends must meet strict tolerance specifications (±10% of target for mixtures) and be blended from UHP components where specified.

Deliveries occur on an as-needed basis with at least two weeks' advance notice required, with standard weekly delivery windows Monday through Friday, and must be completed within two weeks of authorization. All deliveries must be coordinated with GML contacts and occur at the David Skaggs Research Center Building 22 North Loading Dock or DSRC Building South Loading Dock in Boulder. The contractor must provide rental cylinders (except for NOAA-owned balloon-grade cylinders), manage empty cylinder pickups within two weeks, attach caps with status tags, and supply itemized delivery tickets. Delivery drivers require Government authorization documentation completed within five days of receipt, and any driver changes must be submitted three days in advance. All personnel must comply with federal safety and security regulations, including no smoking within 50 feet of loading docks.

STATEMENT OF NEED (SON)

COMPRESSED GASES

1. INTRODUCTION

1.1. Purpose: The purpose of this SON is to provide the requirement details for fulfilling the ongoing need for the supply and delivery of compressed gas cylinder mixtures to the National Oceanic and Atmospheric Administration (NOAA) Office of Oceanic and Atmospheric Research (OAR) Global Monitoring Laboratory (GML) facility in Boulder, CO.

1.2. Scope: The scope of this SON includes the minimum specifications for all of the required gases, estimated quantities of the required gases, delivery requirements, and other requirements. The contractor shall provide all supplies, equipment, and labor necessary to provide for the supply and delivery of compressed gases as outlined in this SON.

2. REQUIREMENTS

2.1. General: The contractor shall be responsible for the supply and delivery of compressed gases with the required specifications in Table 2.1.

2.1.1. The contractor shall provide rental cylinders except for the balloon-grade cylinders owned by GML.

2.1.2. The contractor shall ensure cylinder caps are attached with tags clearly indicating a status of Full, In Use, or Empty.

3. DELIVERIES:

3.1. General. Deliveries shall only occur on an as-needed basis after receiving authorization from an authorized individual. The Government will provide authorized requests at least 2 weeks in advance of desired delivery date. Regular deliveries occur weekly on Monday through Friday.

3.2. Coordination. The contractor shall coordinate with the GML contacts in advance of each delivery to arrange delivery and ensure personnel are on site.

3.3. Delivery Lead Time. The contractor shall provide deliveries of the gases listed in Table 2.1 to the GML site within 2 weeks of receiving authorization.

3.4. Pickup Lead Time. The contractor shall provide pickups of empty gas cylinders within 2 weeks of pickup request; longer wait times beyond 2 weeks shall not incur rental fees.

3.5. Place of Delivery: The contractor shall make deliveries at the Building 22 North Loading Dock or the DSRC Building South Loading Dock at the following address:

3.6. Delivery Tickets. The contractor shall ensure all deliveries are accompanied by a delivery ticket. Delivery tickets shall include the following information:

Name of supplier Contract Number Full name of the Government authorized individual(s) Government Group Date and time of delivery Itemized description of goods delivered (e.g., type of gases, quantities, for whom, if multiple authorizations are included in single delivery, etc.)

4. SECURITY & SAFETY:

4.1. Delivery Driver. The contractor shall ensure delivery drivers have all required documentation that provides authorization from the Government to enter the Boulder Campus.

4.1.1. Documentation. The contractor shall ensure delivery drivers documentation is completed within five days after receiving the documentation requirements from the Government for the Boulder Campus delivery entry. The Government will provide documentation requirements within five days after issuance of Government authorization. The Government will notify the contractor if any driver is determined to be unauthorized for entering the Boulder Campus at least one business day prior to the scheduled delivery. Any changes to the completed delivery driver documentation (i.e., a new driver) must be provided with the accompanying documentation no more than three days before the scheduled delivery.

4.1.2. Entry Requirement Changes. The Government will promptly notify the contractor of any changes to the documentation requirements for the Bounder Campus. The contractor shall provide revised documentation within five days of notification and ensure delivery driver documentation is complete and accurate prior to delivery.

4.2. All rules, regulations, and laws concerning safety and security must be followed at all times on Federal property. No smoking during the delivery nor within 50 feet of the loading dock.
