About this opportunity

The Federal Bureau of Prisons Field Acquisition Office is seeking a single contractor to provide Comprehensive Medical Services for the Federal Correctional Institution located in Thomson, Illinois. The solicitation covers inpatient and outpatient facility services, physician services, and outpatient institution services for male offenders at this Care Level 2 facility. The contract will be structured as an indefinite delivery/requirements type contract with firm-fixed unit pricing, consisting of a base year and four 12-month option years for renewal, with an anticipated award date of January 1, 2026. Pricing will be benchmarked against Medicare reimbursement rates, allowing offerors to propose discounts or premiums to Medicare Part A and Part B rates. The evaluation will consider technical approach, past performance, and price, with non-price factors weighted approximately equal to price. The proposal submission deadline has been extended to July 2, 2025, at 2:00 PM Central Time, and all contractors must be registered in the System for Award Management database.

This solicitation does not include any set-aside designations and is open to all qualified contractors. The estimated annual contract quantities include 169 inpatient days and 1,188 outpatient visits, with additional outpatient institution services detailed in the solicitation documents. The contract requires the successful offeror to provide medical liability insurance and maintain security clearances for personnel entering the federal facility. Performance will take place at the Federal Correctional Institution in Thomson, Illinois, with the contractor responsible for delivering comprehensive medical care to the facility's inmate population. Recent amendments have clarified session durations for various services and provided detailed information about available ophthalmology equipment at the facility. While no specific contract value is disclosed, the pricing structure based on Medicare rates and the multi-year contract duration suggest a substantial procurement opportunity for qualified medical service providers.
