About this opportunity
The Department of Justice Bureau of Prisons issued a Justification for Other than Full and Open Competition (JOFOC) on April 27, 2026, to authorize continued comprehensive medical services at the Metropolitan Detention Center in Los Angeles through an incumbent contractor rather than competitive procurement. The services include inpatient and outpatient medical care, dental services, mental health care, and specialty services such as optometry provided to the inmate population, covering the period from May 1, 2026, through June 30, 2026, with an estimated total cost of $791,598.00. Integrated Medical Solutions (IMS), Inc., the current incumbent contractor, was selected as the sole source provider based on the rationale that transitioning to a new vendor would create unacceptable gaps in healthcare delivery due to required 30-day service commencement periods and 30-60 day security clearance investigation timeframes, while IMS has already completed all credentialing requirements and maintains an established network of local medical providers developed over five years of performance. The justification notes that while comprehensive medical services are commercially available from multiple vendors, the urgency of maintaining uninterrupted inmate healthcare and the significant lead time required for competitors to achieve service delivery parity warranted the limited competition approach. The Bureau of Prisons concurrently initiated a competitive procurement for an indefinite delivery/requirements contract that will replace this single-source justification once awarded, restoring full and open competition for future medical services at the facility.
