About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document for comprehensive medical services at the Federal Bureau of Prisons' Metropolitan Detention Center (MDC) in Los Angeles, California.
The Federal Bureau of Prisons seeks to continue community-based and institution-based comprehensive medical services (CMS) with the incumbent contractor, Integrated Medical Solutions (IMS), through a continuation of monthly firm-fixed-unit-price purchase orders. The procurement covers the period of May 1, 2026, through June 30, 2026, with an estimated total cost of $791,598.00. Services include inpatient and outpatient medical care, dental services, mental health care, and specialty services such as optometry provided to the inmate population at MDC Los Angeles. The justification asserts that IMS is the only responsible source capable of providing uninterrupted services without lapses in care, as transitioning to a new provider would require a minimum 30-day service commencement period and 30-60 days for security clearance investigations—timeframes incompatible with the urgent nature of healthcare delivery. IMS has already completed all provider credentialing and background clearances and maintains an established network of local medical facilities and physicians developed over five years of prior performance.
The Contracting Officer has determined that pricing is fair and reasonable, based on rates from option year four of the previous contract (15B60619D00000001) that were established under competitive conditions. Market research indicates that while comprehensive medical services are available commercially, multiple vendors would require significant lead time to achieve service delivery parity with IMS. The Field Acquisition Office is concurrently conducting a competitive procurement for an indefinite delivery/requirements contract with firm fixed unit pricing, anticipated to be awarded competitively, after which this single-source justification will no longer be necessary.
