About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office is conducting market research for comprehensive medical services at the Federal Correctional Complex (FCC) in Forrest City, Arkansas. The anticipated procurement will cover a range of medical services including inpatient and outpatient facility services, extended stay care, and various physician services for federal inmates. Key contract requirements include providing specialized medical consultations such as cardiology, general surgery, orthopedics, and urology, along with mobile medical imaging services. The evaluation will likely focus on vendors' capabilities to deliver comprehensive medical care, their small business program eligibility, pricing methodology, and ability to meet Medicare reimbursement rate benchmarks. Interested contractors must submit a Sources Sought Questionnaire by April 15, 2024, at 2:00 p.m. CST, with all future solicitation information to be distributed exclusively through the System for Award Management (SAM) database.
The procurement is not set aside for any specific business category, with a small business size standard of $47 million under NAICS code 622110 for General Medical and Surgical Hospitals. The contract structure includes a base year from the effective date of award, followed by four potential 12-month option periods for renewal. Estimated annual service quantities include 1,533 inpatient days, 1,463 outpatient visits, and 1,075 extended stay visits. Contractors will be expected to provide detailed information about their medical service capabilities, subcontracting plans, pricing mechanisms, billing procedures, and medical liability insurance coverage. The government will require vendors to be registered in the SAM database and prepared to potentially submit a full proposal for this comprehensive medical services contract, with the understanding that a final contract may or may not be awarded following this market research phase.
