About this opportunity
The Department of the Air Force Reserve Command is soliciting proposals for commercial high-speed fiber internet service provision to Westover Air Reserve Base under Solicitation FA660626Q0009, with proposals due March 25, 2026. The contractor must provide symmetrical fiber-based internet connectivity with a minimum of 1 Gbps capacity (scalable to 2, 5, and 10 Gbps) to support approximately 900 devices across multiple base locations, including installation of router/gateway devices and firewalls to deliver service from Building 1800 (Demarcation) to end-user facilities. Key contract requirements include a 90% annual uptime guarantee, maximum latency of 50 milliseconds for local traffic and 100 milliseconds for regional traffic, 24/7 technical support with 60-minute response times for critical issues, compliance with NIST SP 800-171 and NIST SP 800-53 cybersecurity standards, and mandatory Cybersecurity Maturity Model Certification (CMMC) Level 1 compliance, which is a disqualifier for non-compliance. Evaluation will be conducted in three stages: first, the 439th Communications Squadron will assess whether offerors meet 100% of Statement of Work requirements; second, the 430th Communications Squadron will rank acceptable offerors by price, with the lowest acceptable price receiving award; and third, offerors must provide proof of Level 1 CMMC compliance per FAR clauses 252.204-7021 and 252.204-7025. All prospective offerors must maintain active System for Award Management (SAM) registration prior to proposal submission and complete the provided price proposal sheet.
This is a single-award, firm fixed-price contract with no set-asides, and the incumbent contractor Logistico LLC's current contract (FA660621P0002) ends March 31, 2026. The contract period of performance runs from April 1, 2026 through March 30, 2031, consisting of a base year plus four one-year option periods, with a potential six-month bridge period extending through September 30, 2031. The pricing template includes Contract Line Item Numbers (CLINs) for 12-month service periods across each contract year plus a one-time installation fee, though specific budget values are not disclosed in the solicitation materials. The base year spans April 1, 2026 through March 31, 2027, with optional renewal periods extending through March 30, 2031. Performance will occur at Westover Air Reserve Base, located in Chicopee, Massachusetts 01022, with the contractor responsible for connecting to either existing Charter Communications fiber infrastructure or establishing a new fiber feed utilizing the Westover Manhole Duct System, with all installation and service delivery occurring at Building 1800 (Demarcation) and associated base facilities.
