About this file

This is a price proposal sheet for a Commercial Internet Service Provider (CISP) contract with the Department of the Air Force Reserve Command at Westover Air Reserve Base. The contract requires vendors to provide commercial high-speed fiber internet service with a firm fixed price structure spanning a base year plus four option years, from April 1, 2026 through March 31, 2031. The pricing template includes Contract Line Item Numbers (CLINs) for a 1-gigabit ISP service at $0.00 monthly rates for 12 months across five contract periods (CLIN0001, CLIN1001, CLIN2001, CLIN3001, and CLIN4001), plus a one-time installation fee (CLIN0002) and a partial sixth period (CLIN5001) for six months from April 1 through September 30, 2031. The sheet provides columns for vendors to input pricing for 2-gigabit, 3-gigabit, and 4-gigabit service tiers, though these are noted as not evaluated for pricing purposes unless Westover requires increased bandwidth.

Evaluation of proposals will be conducted in three stages: first, the 439 Communications Squadron will assess whether offerors meet 100 percent of statement of work requirements; second, the 430 Communications Squadron will rank acceptable offerors by price, with the lowest acceptable price receiving the award; and third, vendors must provide proof of Level 1 Cybersecurity Maturity Model Certification (CMMC) compliance per FAR clauses 252.204-7021 and 252.204-7025. Interested vendors must have an active SAM registration prior to submission and submit the completed price proposal sheet demonstrating conformance to the SOW requirements.
