About this file
This is a Request for Information (RFI) document updated March 11, 2026, containing three questions and answers regarding a federal contract opportunity. The RFI addresses critical implementation and compliance concerns for prospective offerors.
The document clarifies that the current contract period ends on March 31 at midnight with no extension beyond April 1, though a potential service lapse may occur until a new circuit is installed. Regarding site access at Westover, technicians will be escorted on base and within manhole ducts for installation work, with all connected cables becoming government property. Most significantly, the RFI confirms that Cybersecurity Maturity Model Certification (CMMC) Level 1 compliance is a mandatory requirement per FAR Clauses 252.204-7021 and 252.204-7025, and non-compliance constitutes an automatic disqualifier for contract award. Offerors must demonstrate proof of achieving at minimum CMMC Level 1 certification to be considered for this opportunity.

Request for Information (RFI) Updated: 03/11/2026
1.) Would the customer be able to extend the contract past April 1? We believe it'd be near impossible for us/other competitors to effectively implement a circuit in that tight of a window.
A. No the current contract ends on 3/31 at midnight. With that being said there, there could a lapse in service until new circuit is installed.
2.) What (if any) sort of clearance/requirements for technicians is required access the manhole duct at Westover for installation?
A. The technicians will be escorted on base and in the manhole ducts. Any cables that connect become base property.
3.) The evaluation criteria on Page 24 of the solicitation states: “Offeror has provided proof that they have achieved no less than level 1 of Cybersecurity maturity model certification level requirements (CMMC) Clauses 252.204-7021 and 252.204-7025.”
Question: Is non-compliance with this requirement a disqualifier?
A. Yes, CMMC level 1 is required at a minimum.
