About this file

This is a Request for Information (RFI) document updated March 17, 2026, containing 15 questions and answers regarding a high-speed fiber internet service contract at Westover Air Reserve Base. The contractor must supply and install a gateway router in Building 1800 to provide fiber internet service, with the government providing the fiber connection from Building 1800 (Demarcation point). The service must support scalable bandwidth increases with options for 1Gbps, 2Gbps, 5Gbps, and 10Gbps (updated from the original 3Gbps and 4Gbps options), and must support all IP protocols including UDP, TCP, and IPSEC without filtering, proxies, or Network Address Translation on the contractor's side. One private IPv4 and IPv6 address will be provided. The service covers eight locations across the base and is intended for replication rather than expansion at the current time.

Key requirements include Cybersecurity Maturity Model Certification (CMMC) Level 1 compliance, which is mandatory and a disqualifier for non-compliance. The current contract with incumbent Logistico LLC (FA660621P0002) ends March 31, 2026 at midnight, with potential service lapse before the new circuit installation. Quote submissions were due March 25, 2026 at noon EST, with no extension granted. The government will manage the CISP Firewall per STIGs requirements, while the contractor is responsible for gateway router installation and connectivity. Technicians will be escorted on base and within manhole ducts during installation, with all connecting cables becoming base property.

Request for Information (RFI) Updated: 03/17/2026

1.) Would the customer be able to extend the contract past April 1? We believe it'd be near impossible for us/other competitors to effectively implement a circuit in that tight of a window.

A. No the current contract ends on 3/31 at midnight. With that being said there, there could a lapse in service until new circuit is installed.

2.) What (if any) sort of clearance/requirements for technicians is required access the manhole duct at Westover for installation?

A. The technicians will be escorted on base and in the manhole ducts. Any cables that connect become base property.

3.) The evaluation criteria on Page 24 of the solicitation states: “Offeror has provided proof that they have achieved no less than level 1 of Cybersecurity maturity model certification level requirements (CMMC) Clauses 252.204-7021 and 252.204-7025.”

Question: Is non-compliance with this requirement a disqualifier?

A. Yes, CMMC level 1 is required at a minimum.

Update 3/17/2026

4. In the Scope of Work Summary it states "Contractor will install Router/Gateway device and Firewall to provide high-speed fiber internet at Westover ARB", but in section 2.2 Infrastruction and equipment it states "The contractor will not supply any hardware". Will the government please confirm if a managed gateway router or firewall device is required in addition to a high speed internet circuit? If hardware is required please confirm if a gateway router or a firewall is required?

A. The Contract must supply a gateway router for service. Westover could provide firewall.

5. In the Scope of Work 2.1 Service Specifications - Scalability it states "The service must support scalable bandwidth increases with minimal disruption to operations". Minimal distruption can only be achieved by installation of a 4 - GBPS Access Circuit which would allow the Government to upgrade CIR bandwidth from 1Gbps to 2Gbps - 4Gbps without physically installing a new circuit. Since this solicitation is LPTA would the Government consider changing the solicitation to require a 4Gbps Access Circuit with internet speeds of 1Gbps, 2Gbps, 3Gbps, and 4Gbps?

A. Yes it will require Scalability because we won’t how many devices connect to it. Also looking at it as a backup service if the NIPR goes down (NIPR bandwidth for the base 500mb).

6. In the Scope of Work 3.0 Network Protocols and Compatibility it states "Support for all IP protocols, including UDP, TCP, IPSEC, without filtering, proxies, or Network Address Translation (NAT) on the Contractor's side". What Public IPv4 and IPv6 address space will be required from the High Speed Internet Provider on the WAN and on the LAN?

A. Support for all IP protocols, including UDP, TCP, IPSEC, without filtering and proxies. One IPv4 and IPv6 address private address.

7. We request an extension to the quote due date by two weeks from the release of questions & answers to provide sufficient time for offerors to provide a complete, compelling, and compliant offer.

A. The quote due date has not been extended at this time. Quotes are still due 3/25/2026 at noon (EST).

8. Is there an incumbent contractor, and if so, who?

A. Yes, contract FA660621P0002 was awarded to Logistico LLC.

9. Section includes the statement that "Government will provide fiber connections from Building 1800(Demarcation)to Building 1800 where Contractor will install Router/Gateway device and Firewall to provide high-speed fiber internet at Westover ARB." The SAM announcement includes the statement that "Government will provide fiber connection from Building 1800 (Demarcation) to Building 1510 where Contractor will install Router/Gateway device and Firewall to provide high-speed fiber internet at Westover ARB."

Please confirm which Building the Contractor will be installing the equipment in.

A. Contractor to install router/gateway in 1800. BTS will wire the rest. Equipment will be moved from 1510 till 1800. Rob might have cisco solution.

10. Section 1 requires the Contractor to install a Router/Gateway device and Firewall to provide high-speed fiber internet at Westover ARB. Section 2.2 states that the contractor will not supply any hardware. Is the contractor required to install any equipment? If so, in which building?

A. 1800 gateway/router. Connectivity to the service.

11. The map shows a switch, router and firewall in building 1800. Is this existing Government equipment or does the firewall and router indicate where contract supplied equipment is supposed to be installed.

A. Contractor to install router/gateway in 1800. BTS will wire the rest. Equipment will be moved from 1510 till 1800. Rob might have cisco solution.

12. Both documents request scalability to 2, 3, and 4 Gbps. 3 and 4 Gbps are not available with most carriers. Recommend that the options be changed to 2Gbps, 5Gbps, 10Gbps to align with current industry standards.

A. SOW and Price proposal sheet have been updated.

13. The map shows eight locations and Section 2.5 shows seven locations, the difference being Building 7072 MXG.

A. 8 locations to include 7072

14. Do the locations represent locations that will be serviced at the start of the contract or areas of the base where expansion may occur?

A. They are representative of current locations, just replication, not expanding at the current time.

15. Will the Government be managing the Firewall or will that be a contractor responsibility? Manufacturers do not normally support co-management of Firewalls. If Firewall management is the contractor's responsibility, please provide specific rules and controls to be implemented.

A. Per STIGs it is the responsibility of Westover to manage the CISP Firewall.
