About this file
This is a Statement of Work (SOW) for Commercial High-Speed Internet Service Provider (CISP) services at Westover Air Reserve Base (ARB) in Massachusetts, effective 03/17/2026. The contractor must provide, install, maintain, and support high-speed internet services with all necessary infrastructure, equipment, and 24/7 technical support. The Government will provide fiber connections from Building 1800 (Demarcation point), and the contractor will install router/gateway devices and firewalls to deliver service to the base. The contract structure requires a base year plus four option years and six months of service.
The contractor must meet specific performance standards including symmetrical bandwidth of minimum 1 Gbps (scalable to 2, 5, and 10 Gbps) for approximately 900 devices, 90% annual uptime guarantee, maximum latency of 50 milliseconds for local traffic and 100 milliseconds for regional traffic, and support for scalable bandwidth increases. All hardware (routers, switches, modems, access points, and cabling) must comply with TIA/EIA-568-B standards. Technical support requires 60-minute response times for critical issues and 4-hour response times for non-critical issues, with on-site support available within 2 hours for critical outages. The contractor must comply with NIST SP 800-171 and NIST SP 800-53 cybersecurity standards, conduct regular security audits, support all IP protocols without filtering or NAT restrictions, provide public IPv4 addresses and IPv6 compatibility, and allow government-owned VPNs with Government access to firewalls. Services must be delivered to 19 specified buildings across the base including wings, hangars, operations centers, and administrative facilities, with Government reserving expansion rights. The contractor must develop and submit a Quality Control Plan within 60 days of award and comply with Government-conducted Quality Assurance Surveillance Plan monitoring. Key Government contacts include Mr. Robert Mersincavage (Technical Point-of-Contact) and Mr. Sean Gmachowski (Project Manager), with the 439th Communications Focal Point requiring 72-hour advance notification of planned maintenance and immediate notification of unplanned outages.

Scope of Work The contractor shall provide, install, maintain, and support high-speed internet services, including all necessary infrastructure, equipment, and technical support, to ensure seamless connectivity for authorized users and systems. Services shall meet the performance, security, and reliability standards outlined in this SOW. Westover ARB will include either connecting to fiber feed which is currently terminated in Building 1800(Demarcation) or provide a new fiber feed to Building 1800(Demarcation) utilizing the Westover Manhole Duct System. Government will provide fiber connections from Building 1800(Demarcation)to Building 1800 where Contractor will install Router/Gateway device and Firewall to provide high-speed fiber internet at Westover ARB.
2. Requirements The Contractor shall provide the following technical specifications:
2.1 Service Specifications
• Bandwidth: The contractor shall provide symmetrical internet connectivity with a minimum speed of 1 Gbps (download and upload) for primary circuit with scalability to 2,5, and 10 Gbps as needed for roughly 900 devices.
• Uptime Guarantee: The contractor shall ensure a minimum service uptime of 90.0% annually, with rapid restoration procedures for any outages.
• Latency: Maximum latency shall not exceed 50 milliseconds for local traffic and 100 milliseconds for regional traffic.
• Scalability: The service must support scalable bandwidth increases with minimal disruption to operations.
2.2 Infrastructure and Equipment
• The contractor shall supply all required hardware, including routers, switches, modems, access points and cabling, compliant with industry standards (e.g., TIA/EIA-568-B).
• Equipment shall be installed at the designated location(s) in compliance with facility security and safety protocols.
• The contractor shall ensure compatibility with existing network infrastructure and provide detailed documentation for all installed equipment.
• Contractor shall provide documentation and network maps of infrastructure, and keep current as system changes.
2.3 Security and Compliance
• The contractor shall comply with applicable cybersecurity standards, including NIST
SP 800-171 and relevant Risk Management Framework (RMF) requirements.
• The contractor shall conduct regular security audits and vulnerability assessments, providing reports to the designated contracting officer.
2.4 Technical Support
• The contractor shall provide 24/7 technical support with a maximum response time of 60 minutes for critical issues and 4 hours for non-critical issues.
• On-site support must be available within 2 hours of notification for critical outages at the designated location(s).
• The contractor shall assign a dedicated account manager for coordination with the client.
