This Statement of Work (SOW) dated January 21, 2026, specifies requirements for a commercial high-speed internet service provider to deliver telecommunications services to Westover Air Reserve Base in Massachusetts. The contractor must provide symmetrical fiber-based internet connectivity with a minimum of 1 Gbps (scalable to 2, 3, and 4 Gbps) to support approximately 900 devices, with a 90.0% annual uptime guarantee and maximum latency of 50 milliseconds for local traffic and 100 milliseconds for regional traffic. The contractor shall not supply hardware; instead, the government will provide fiber pathways, routers, switches, modems, access points, and cabling. The contractor must install Router/Gateway devices and Firewalls at Building 1800 (Demarcation) and deliver services to seven identified locations including Wing Headquarters, Base OPS, and Communication Squadron facilities, with provisions for future expansion. Services must be extended to both wired and wireless endpoints across these buildings.
The contractor must provide 24/7 technical support with 60-minute response times for critical issues and 4-hour response times for non-critical issues, with on-site support available within 2 hours for critical outages. The service must support all IP protocols (UDP, TCP, IPSEC) without filtering or Network Address Translation, allow government-owned VPNs, provide public IPv4 addresses and IPv6 compatibility, and comply with DoD cybersecurity requirements. The contractor shall submit a Quality Control Plan within 60 days of award and provide a service contract with a base year plus four option years (plus six months bridge if required). All contractor personnel must pass background checks, adhere to base access protocols, and wear non-government identification badges. The contractor must provide 72-hour advance notification of planned maintenance to the 439th Communications Focal Point at (413) 557-7999 and immediate notification of unplanned outages.
