About this opportunity
The 136th Airlift Wing, through the Air Force, is soliciting sealed bids for renovation of Buildings 1672 and 1675 at Naval Air Station Joint Reserve Base Fort Worth, Texas, with proposals due June 10, 2026. This is a 100% small business set-aside. Amendment 0003, posted June 5, incorporated additional Requests for Information (RFIs 52–62) and did not extend the response deadline.
Place of performance is Fort Worth, Texas (NAS JRB Fort Worth, 1330 Military Parkway, Fort Worth, TX 76127). The project comprises two CLINs: relocation of the Command Post from Building 4175 to Building 1672, and conversion of a decommissioned Aqueous Film Forming Foam room in Building 1675 into a Nondestructive Inspection facility. The contract period of performance is 90 calendar days after Notice to Proceed.
Scope includes turnkey renovation with interior wall demolition and construction, painting, caulking, carpentry, and electrical, mechanical, and plumbing work. The Command Post scope includes framing new metal-stud walls, installing gypsum board, VCT and carpet flooring, a credential processing window with impact-rated mesh-reinforced one-way glass, security doors with reinforced steel covers and electronic locking with manual override, emergency lighting and fire alarm strobes, and communications infrastructure. The NDI room scope includes compressed air installation (125 PSI minimum), wall prep and epoxy flooring, removal of AFFF system components, 6-inch closed-cell spray foam insulation to ceiling, mini-split HVAC with humidity control (maintaining 60% relative humidity or less), an ERV system capable of 1.5 air changes per hour, and electrical infrastructure including 480V 100 amp 3-phase service.
All work must comply with federal, state, and local codes; DoD standards; Unified Facilities Criteria; and Unified Facilities Guide Specifications. The contractor bears responsibility for all omissions or unidentified requirements at no additional cost to the Government. The government target price range is $200,000 to $250,000. The contractor must furnish performance and payment bonds equal to 100% of contract price and begin work within 10 calendar days of Notice to Proceed. Proposals must include firm-fixed pricing per CLIN, equipment and labor disciplines list, and a project schedule. Evaluation criteria are conformance to requirements, past performance, technical understanding, and price; award will be made without negotiation to the best value offer. A mandatory site visit is scheduled for May 14 at 10:00 AM local time at 136AW Civil Engineer Squadron, Building 1671, 100 Hensley Ave; attendance requests were due 48 hours prior. NAICS code is 236220, Commercial and Institutional Building Construction; PSC code is Z2AA, Repair Or Alteration Of Office Buildings.
