About this opportunity

The USDA Forest Service is soliciting quotations for the procurement of approximately 18 new snowmobiles across multiple Forest Service locations in Utah and Idaho under solicitation number 1240LR26Q0004. The snowmobiles range in specifications from utility-class machines to specialized deep snow/mountain models, with detailed technical requirements outlined in individual attachments for each location. Evaluation will be conducted under FAR 12.203 criteria, awarding to the lowest-priced, technically acceptable offer with acceptable or neutral past performance; offerors must submit detailed descriptive literature demonstrating compliance with salient characteristics for each specified snowmachine model. Questions must be submitted by March 20, 2026 at 2:00 PM MST, with quotations due March 31, 2026 by 1500 hours via email to adam.koepke@usda.gov. All offers must include delivery costs with F.O.B. Destination terms and delivery required no later than June 30, 2026, with most line items specifying 120-day delivery after award.

This solicitation is a Total Small Business Set-Aside, restricting competition to small business concerns with a size standard of 1,000 employees under NAICS code 336999 (Snowmobiles and parts manufacturing); however, an amendment issued March 16, 2026 changed the set-aside status from YES to NO, opening the competition to all responsible sources. The procurement includes multiple line items distributed across various Forest Service locations including the Ogden Road District, Wasatch-Cache Work Center, Sawtooth National Forest, Boise National Forest, and Idaho Falls locations, with several line items incorporating trade-in provisions for existing equipment. Delivery locations span Utah and Idaho, and all contractors must maintain active SAM registration to be eligible for award. The Government reserves the right to make multiple awards for different line items, assuming a $500 administrative cost per purchase order, and all offers must comply with Buy American requirements and other standard FAR and AGAR clauses.
