The USDA Forest Service, Region 2–Rocky Mountain Region seeks reconstruction and expansion of Comanche Park Campground from 20 to 34 base sites, with quotations due May 11, 2026 at 12:00 PM Central Time. This is a Total Small Business Set-Aside under NAICS 237110, with a $45 million size standard.

Place of performance is Custer, South Dakota, 6.5 miles west of Custer on US Highway 16. The scope includes road modification with curve widening, drainage shaping, and new surfacing; relocation and upgrade of Host Site and Volunteer Site with power, water, and wastewater infrastructure; replacement of five 1965 stick-built toilets with four new pre-cast vault toilets; decommissioning the existing pumphouse and installing a new pre-cast concrete treatment building with upgraded plumbing and controls; removing the existing aboveground water storage tank and installing a new 3,000-gallon below-ground fiberglass water storage tank; replacing all distribution piping and installing new hydrants. The contractor furnishes all labor, materials, and equipment.

Estimated construction magnitude is between $1,000,000 and $5,000,000. Performance period is 392 days from Notice to Proceed, with work to commence approximately September 15, 2025, and complete by November 13, 2026. Water system installers must meet South Dakota licensing requirements; electricians must hold a South Dakota Electrical License with state inspection and approval required for all electrical work. Contractor must provide an Accident Prevention Plan, daily reports, permits and licenses, and operation and maintenance manuals.

An organized site visit is scheduled for April 17, 2026 at 9:00 AM Mountain Time; technical questions were due April 22, 2026. Amendment A0001, effective April 28, 2026, added Q&A documentation and revised specifications (v2). Evaluation criteria are experience and past performance, technical approach with construction schedule, and pricing. Single firm fixed-price award. Performance and payment bonds required within 10 calendar days after award. Pricing firm for 90 days from May 11. Contractors must comply with Davis-Bacon prevailing wage requirements, Buy American materials provisions, and FAR and AGAR clauses including anti-discrimination and DEI compliance certifications.
