Contractor requirements include demonstrated understanding of project requirements, strong communication skills, and experience in campground construction, general contracting, and road construction. Key personnel must include a company executive responsible for the project and an onsite superintendent at all times. Water system installers must meet South Dakota licensing requirements, and electricians must hold a South Dakota Electrical License with state inspection and approval required for all electrical work. The contractor bears all travel costs and is responsible for maintaining suitable barriers to protect the public, employees, and facilities. Deliverables include accident prevention plans, submittals, construction schedules, daily reports, permits and licenses, testing reports, operation and maintenance manuals, and project record documents, all due at specified intervals with delivery via email to the Contracting Officer.

Project Comanche Park Campground Reconstruction
General Information
1.0 Scope of Work
Comanche Park Campground is located 6.5 miles west of Custer, SD on US16.
The Campground will be improved from 20 sites to 34 sites. The road will be modified with curve widening and shaping for drainage and new surfacing. The Host Site and Volunteer Site will be relocated and upgraded with power, water and wastewater vaults. 4 new pre-cast vault toilets will replace the five original 1965 stick-built toilets. The Water system work for this project consists of decommissioning the existing pumphouse, installing a new pre-cast concrete treatment building in a new location, with upgraded plumbing and controls, removing the existing aboveground water storage tank and installing a new below ground fiberglass water storage tank, replacing all the distribution piping and installing new hydrants. Work shall start approximately 10 days from the Notice to Proceed (NTP) and be completed 392 days from the
NTP.
2.0 Background
The Comanche Park Campground is a seasonal campground operating from approximately mid-May to mid-September annually. To access Comanche CG from downtown Custer, South Dakota, travel west on US Highway 16 for approximately 6.5 miles. Comanche Park Campground is on the left (south) side of the Highway. Comanche CG currently has 20 camping spurs inside the Campground gate and 2 sites outside the gate that are primitive and poorly defined.
There are currently five stick-built toilet buildings dating from 1965 at Comanche CG. These toilet buildings will be demolished. This is a Congressionally approved Great American Outdoors project that will include the design and reconstruction of Comanche Park Campground to accommodate modern recreational vehicle sites with modern design and amenities. Work will remove and replace leaking toilets and replace the water system and upgrade host sites.
Project may include new trails to connect Campground to nearby motorized trail system.
Contractor Requirements
3.0 Technical Requirements / Tasks
Contractors should demonstrate a thorough understanding of the project requirements and attention to detail is crucial for quality construction. Strong communication skills are essential for coordinating with clients, subcontractors and other stakeholders. Experience in campground construction, general contracting, and road construction is beneficial.
Contractors should have the capacity to handle the specific project requirements and deliver within the specified timeline.

6.0 Travel
Travel is the responsibility of the contractor.
7.0 Contractor’s Key Personnel
The Contractor is to provide name, position title and contact information of company executive responsible for the project. Contractor is to provide an onsite superintendent at all times.
Water system installers must meet all State of South Dakota licensing requirements.
Electricians performing electrical installation must have a South Dakota Electrical License. State Electrical Inspection and approval is required on all electrical work.
8.0 Security Requirements
The Contractor is to install and maintain suitable barriers to ensure the protection of the public, employees, and facilities. Protect persons, motor vehicles, surrounding buildings, plants, and surrounding surfaces or buildings from harm resulting from Contractor’s work.
Site gate lockout procedures will be established if applicable.
9.0 Data Rights
Data will not be produced with this construction contract.
10.0 Section 508 – Electronic and Information Technology Standards Information technology will not be acquired with this construction contract.
