About this file
This is a Questions and Answers (Q&A) document for a federal construction contract involving campground improvements managed by the Forest Service.
The project has a 392-day completion timeline from notice to proceed and involves site work including removal of an above-ground polyethylene tank and installation of a new 3,000-gallon underground fiberglass storage tank. Contractors are permitted to camp within the campground during construction while adhering to all campground rules. Compaction requirements for camping spurs are specified in Section 323002.3.1.B, and a cattleguard must be removed and placed adjacent to the entrance road for Forest Service pickup. New electrical service is required, with Section 262210.1.2.D.1 amended to clarify that the contractor must pay for any work performed by the power company. All option items have been removed from the contract and specifications; contractors must also eliminate all signs and the road closure gate shown on plan drawing sheet C8.1. The sign-in sheet will be posted to SAM.gov for public access. A new requirement has been added to Section 010150 (General Requirements) mandating that contractors immediately report any dead or injured bats during project activities to the Contracting Officer's Representative, who will notify the biologist. Regarding electrical specifications, a 100-amp panel with a 2-pole 40-amp main breaker is correct as specified, with the 40-amp breaker appropriately sized for the calculated panel load of 22.6 amps while remaining within the 100-amp bus rating capacity.

Q-On page E5.2 it appears that the 100amp Panel L2 is fed by a 2pole 40amp breaker. Is this correct?
A-Yes, the table is correct.
Electrical panels are manufactured in standard BUS RATING sizes; 100 Amps, 225 Amps, 400 Amps, etc. In this case, a 100 Amp BUS RATING, which indicates “This panel can handle up to 100 amps safely.”
The calculated load on this panel is 22.6 Amps. Therefore, we did not need to specify wiring that can handle 100 Amps. The 40 Amp MAIN BREAKER allows the wires to be sized appropriately while remaining protected from overload. The breaker will trip long before the ampacity of the wires is reached.
