About this file

This is a Questions and Answers (Q&A) document for a federal campground construction contract.

The project involves campground renovation work with a 392-day completion timeline from notice to proceed, anticipated to begin in late summer to early fall. Key deliverables include installation of a 3,000-gallon underground fiberglass storage tank, removal of an above-ground polyethylene tank, new electrical service (with contractor responsible for power company payments), campground spur construction with compaction requirements per Section 323002.3.1.B, and elimination of signage and road closure gates shown on plan drawing sheet C8.1. The contractor must remove and place the cattleguard adjacent to the entrance road for Forest Service pickup. All option items have been removed from the contract specifications. The entire campground will be closed to the public during construction, and contractors are permitted to camp on-site while observing all campground rules. Third-party density testing is required per sections 312250 and 321123. The contractor must obtain all state and county permits, provide an SWPPP and Storm Water Management Plan, and include erosion control pricing in Base Item #1 General Requirements/Mobilization per section 312500. Contractors are not required to supply temporary power and water. The document clarifies that no asbestos or lead paint is present on the project, rock will likely be encountered during shallow excavations and trenching, bulk water for grading is the contractor's responsibility, and red/yellow/blue survey tops are not required if construction tolerances can be met through other methods. An environmental requirement mandates immediate reporting of any dead or injured bats to the Contracting Officer's Representative for biologist notification.

Q-On page E5.2 it appears that the 100amp Panel L2 is fed by a 2pole 40amp breaker. Is this correct?

A-Yes, the table is correct.

Electrical panels are manufactured in standard BUS RATING sizes; 100 Amps, 225 Amps, 400 Amps, etc. In this case, a 100 Amp BUS RATING, which indicates “This panel can handle up to 100 amps safely.”

The calculated load on this panel is 22.6 Amps. Therefore, we did not need to specify wiring that can handle 100 Amps. The 40 Amp MAIN BREAKER allows the wires to be sized appropriately while remaining protected from overload. The breaker will trip long before the ampacity of the wires is reached.

1. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

There is not asbestos or lead paint present on this project.

2. Does this project require phasing?

No. The entire campground will be closed during construction. Once the campground is closed the contractor is expected to aggressively pursue completion of the work.

3. When do you anticipate on site work starting?

Soil boring was not conducted. All excavations and trenching required is shallow. It is anticipated that rock will be encountered.

8. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

Water for grading is the responsibility of the contractor. Bulk water is available in the City of Custer, SD.

9. Please provide staking data points for the project.

A control point is provided.

10. Are red, yellow, and blue tops required?

No. Construction tolerances can be found in the specifications. Red, yellow or blue tops do not need to be set if tolerances can be met by other methods.

11. Is an SWPPP required?

Yes

12. Are we to include pricing for Silt fence around the entire project?
