About this opportunity

The Department of State Office of Acquisition Management is soliciting quotations for specialized forensic IT equipment and services for Mexico's CODIS Phase III project, with quotations due September 30, 2026. The procurement is a total small business set-aside under NAICS 541519, competed under FAR 12.201-1 simplified acquisition procedures, resulting in a single firm-fixed-price purchase order.

Place of performance spans eight Mexican state attorney general offices in Campeche, Coahuila, Michoacan, Nayarit, Oaxaca, Quintana Roo, San Luis Potosi, and Tamaulipas. The contractor must procure, import, deliver, install, integrate, test, configure, and maintain all new (not refurbished) equipment including eight Lenovo ThinkSystem SR630 V4 servers, 16 workstations, 16 UPS battery backup systems, eight 2U rack server UPS units, and eight TS2900 tape autoloaders with LTO7 drives. The contractor bears full responsibility for all Mexican importation activities, including permits, licenses, customs clearance, and importation taxes and fees. Installation and training in Spanish must be completed within one week of equipment receipt. The contractor must provide 12 months of in-country maintenance and support services in Spanish, including 24/7 remote technical support with four-hour response times, critical spare parts availability within 48 hours, and manufacturer-certified personnel. All hardware and software documentation must be provided in English and Spanish. Total period of performance, including implementation and maintenance, shall not exceed 24 months from award.

Evaluation criteria are: Quality and Technical Compliance (Factor 1), Implementation/Exportation Plan detailing Mexican customs and importation procedures (Factor 2, mandatory), Past Performance demonstrating minimum three relevant projects from the past five years (Factor 3), and Price (Factor 4). Non-price factors are significantly more important than price. Prices must be firm-fixed-price in USD, excluding VAT except under CLIN 011, and remain valid for 120 calendar days. Quotations must be submitted electronically to BringAG@state.gov and ModrakER@state.gov, organized in two volumes: Technical Quote (40-page limit) and Price Quote with Attachment 2 Pricing Table. Questions were due August 26, 2026. Amendment A0002, effective September 14, extended the initial September 17 deadline and clarified pricing requirements. All quoting firms must have active SAM registration showing small business status under NAICS 541519.

Quote Due Date: September 30, 2026 replacing the previously established due date of September 17, 2026.

NOTE: This soliciation amendment A0001 is the inital posting of this requirement on SAM.gov.  There is no original SF-1449 for this solicitation available.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. Within the framework of the United States-Mexico bilateral relationship, both countries are committed to pursuing and bringing criminals to justice, ensuring continuity in activities that strengthen joint efforts. This project builds the capacity of Mexican forensic laboratories and practitioners by providing equipment, training, and support for international accreditation. It also fosters collaboration among investigators, analysts, prosecutors, and other stakeholders.

By enhancing forensic analysis and promoting data-driven investigations, the initiative improves the resolution of homicides and related cases, generates actionable intelligence, and enables law enforcement to dismantle transnational criminal networks. These efforts directly advance U.S. national security interests by reducing cross-border threats and improving public safety through more effective intelligence sharing and investigative precision.

As part of the first and second phases of the Government of Mexico (GOM) National Genetics Database / Combined DNA Index System (CODIS) Project, the INL Forensics Program delivered IT equipment in 2020 and 2023 to the Federal Attorney General’s Office (FGR) and twenty State Attorney General Offices. This equipment enables the sharing of genetic evidence collected from offenders and crime scenes through a national genetics database. Establishing this database supports the identification of offenders, strengthens investigative capabilities, and increases conviction rates.

This contract represents the third and final phase of the initiative. In this phase, INL will donate specialized IT forensic equipment to eight (8) Mexican state Attorney General Offices to further enhance the collection and analysis of critical evidence, such as genetic material from offenders and crime scenes, and to support the continued development of the national genetics database. Upon completion of this phase, 29 of Mexico’s 32 states will be covered. The expanded database will generate actionable intelligence to disrupt transnational trafficking networks by linking unknown DNA samples to a comprehensive repository of registered profiles
