About this file
This document is Amendment 0002 to a Request for Quotations (RFQ) for the CODIS Phase III project issued by the Department of State's Bureau of Global Acquisitions. The amendment, effective August 13, 2026, extends the quote due date from September 17, 2026 to September 30, 2026 and clarifies pricing requirements and corrects administrative errors in response to offeror questions. The solicitation is set aside for small business concerns under NAICS Code 541519, competed under FAR 12.201-1 simplified procedures.
The requirement involves the provision and installation of specialized forensic IT equipment and related services at eight sites across Mexico (Campeche, Coahuila, Michoacán, Nayarit, Oaxaca, Quintana Roo, San Luis Potosí, and Tamaulipas). The contract is structured as a firm-fixed-price purchase order with eleven contract line items (CLINs): eight equipment packages with installation, testing, and training (CLINs 001A-008A and 001B-008B); warehouse/storage services for six months (CLIN 009); in-country support services for 96 months across all sites—12 months per site commencing from system acceptance (CLIN 010); and Value Added Tax (CLIN 011). Amendment 0002 clarifies that installation, testing, and training CLIN prices (001B-008B) include all travel costs (airfare, lodging, per diem, ground transportation), updates CLIN 010 to reflect 96 months (12 months × 8 sites) with monthly invoicing capability per site, and corrects the VAT CLIN reference from CLIN 017 to CLIN 011. The contract period is 24 months total, with all services including site visits, equipment delivery, installation, and knowledge transfer to be completed within 12 months from award, followed by 12-month maintenance and support periods at each site. The Government anticipates awarding a single purchase order and will evaluate quotations based on: Factor 1—Quality and Technical Compliance; Factor 2—Implementation/Exportation Plan (Mexican customs and importation procedures); Factor 3—Past Performance (emphasizing projects involving Mexico importation, specialized IT/forensic equipment, and multi-site delivery); and Factor 4—Price. Non-price factors are significantly more important than price, though price becomes more important as technical quotations become more equal. Quotes must be submitted electronically by 5:00 p.m. CST (Mexico City time) on September 30, 2026, and remain valid for 120 calendar days. Quoting firms must have active SAM registration showing small business status under NAICS 541519.

(2) The Contractor is responsible for the currency, accuracy, and completeness of the information provided within SAM, and for any liability resulting from the Government’s reliance on inaccurate or incomplete information.

(c) Novation and change-of-name agreements.
(1) If the Contractor has legally changed its business name or “doing business as” name (whichever is shown on the contract), or has transferred the assets used to perform the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in part 42 of the Federal Acquisition Regulation (FAR), the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to —

(g) Communicating changes. The Contractor shall communicate any change to its UEI or CAGE code to the Contracting Officer within 30 days after the change, so a modification can be issued to update the UEI or CAGE code on this contract. A change in the UEI does not necessarily require a novation.
