About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking contract support for Navy Aviation fleet transitions, including new aircraft acquisition, capability upgrades, legacy platform sundown, permanent duty station changes, home port changes, and unit establishment/disestablishment activities. This SeaPort NxG task order requires support services for three commanders: the Commander of Naval Air Forces U.S. Pacific Fleet (CNAP), the Commander of Naval Air Forces U.S. Atlantic Fleet (CNAL), and the Commander of Patrol and Reconnaissance Group (CPRG). Only current SeaPort NxG MAC holders are eligible for award. Proposals must be submitted by March 9, 2026 at 12:00 PM local time to christine.jordan@navy.mil. The Government will evaluate proposals using a tradeoff source selection process with three evaluation factors: Technical Approach (30 pages maximum), Management Plan, Staffing, Past Performance (10 pages maximum), and Price, with Technical and Past Performance weighted significantly more heavily than Price. Additional government clarifications and updated solicitation documents were provided on February 19 and March 2, 2026.
This solicitation is set aside as a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) award. The incumbent contractor is TQI Solutions, Inc. under task order N00244-21-F-3006. The total contract value is $534,459 for the base year plus four option years, with a base year budget of $100,668 consisting of $50,000 for San Diego travel, $50,000 for Norfolk travel, and $668 in training materials, escalating annually through the option years. The contract structure requires six Principal Analyst positions (three at Naval Air Station North Island, San Diego and three at Naval Air Station Norfolk), each designated as Key Personnel, with a performance period of April 1, 2026 through March 31, 2027 for the base year, four one-year option periods through March 31, 2031, and a potential six-month extension. Work will be performed on-site at CNAP headquarters in San Diego and CNAL/CPRG headquarters in Norfolk during standard business hours (Monday-Friday, 7:30 AM-4:00 PM), with routine travel to Washington DC, Patuxent River MD, and other locations as required.
