"The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation requirements and represents the Lowest Price Technically Acceptable (LPTA) to the Government. Award will be made on an 'all or none' basis to the lowest-priced, technically acceptable offeror. Tradeoffs will not be permitted. Evaluation Process:

"The Government intends to evaluate quotes by first sorting them from lowest price to highest price. The lowest-priced quote will then be evaluated for technical acceptability and past performance. If the lowest-priced quote is determined to be 'Technically Acceptable' and has 'Acceptable Past Performance,' award will be made to that offeror, and no further quotes will be evaluated."

The Contracting Officer will evaluate products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer.
