About this file
This is Amendment No. 0002 to Solicitation W91ZRS27QA001 for Hot Catered Meal Preparation and Delivery Services. The amendment clarifies the prime contractor's legal, administrative, and performance responsibilities regarding subcontractor management, quality control, and wage determination application. The prime contractor serves as the sole point of contact with the Government and bears ultimate liability for all subcontractor performance failures, including late deliveries, temperature drops, and quality issues. The prime contractor must designate an on-site project manager physically present or immediately reachable during all delivery windows. In the event of non-conforming deliveries—such as cold meals, incorrect counts, missing items, or food safety concerns—the prime contractor must provide conforming replacement meals within 60 minutes of notification at no additional cost to the Government.
The amendment incorporates FAR and DFARS clauses covering inspection of services, responsibility for supplies, Service Contract Labor Standards (SCLS), limitations on subcontracting (if applicable as a set-aside), and wide area workflow payment instructions. Service Contract Labor Standards apply to this contract, which exceeds $2,500, covering all non-exempt service employees including cooks (SCA Codes 07041/07042), food service workers and serving staff (SCA Code 07070), and truck drivers, light (SCA Code 31361). The prime contractor is responsible for ensuring subcontractor compliance with wage determinations, including required hourly rates and Health & Welfare benefits. The revised proposal due date is November 5, 2026, at 1:00 PM Eastern Time. Offerors must acknowledge receipt of the amendment and provide signed Letters of Commitment from any proposed subcontractors, with subcontractor past performance evaluated proportionally to their scope of work.
