About this file
This document is a Questions and Answers (Q&A) file for a federal meal catering solicitation. The procurement is a total small-business set-aside below the simplified acquisition threshold for food service delivery to Camp Nett in Niantic, Connecticut.
Key operational requirements clarified through the Q&A include: meals must be individually packaged single-serve items delivered in bulk insulated carriers with no contractor-provided serving staff; delivery windows are 06:15-06:30, 11:45-12:00, and 17:15-17:30 per Annex A; beverages are required at every meal, with coffee specifically required only at breakfast; the RTI dining facility has refrigeration available but no coffee equipment; and Technical Factor 1 was revised to evaluate the contractor's capability to deliver hot meals and maintain temperature integrity during transport. Payment is based on headcounts listed in Annex A, with changes made outside 72 hours subject to formal bilateral contract modification (SF-30) through WAWF before payment processing. The applicable wage determination is WD 2015-4113 Rev 37. FAR 52.237-1 (Site Visit) was removed from the solicitation. A small-business prime may use a licensed local caterer as a subcontractor under 13 CFR 121.103(h)(2) and FAR 9.104-1, and offerors must acknowledge the amendment regarding subcontracting limitations or their quote will be considered ineligible for award.

Q1) The solicitation ties technical acceptability to FAR 52.219-30 and 13 CFR 125.6.Because this is a total small-business set-aside below the simplified acquisition threshold, please confirm that a small-business prime may perform using a licensed local caterer as a subcontractor.
A1) Removing FAR 52.219-30 and 13 CFR 125.6.These do not apply. Clarifying limitation on subcontracting is not applicable because the procurement is a total small business set-aside below the SAT. Replacing it with 13 CFR 121.103(h)(2) and FAR 9.104-1.Please read and acknowledge amendment. It will be an attachment. Must acknowledge or quote will be considered Ineligible for Award.
Q2) The attached wage determination is WD 2015-4113 Rev 37 (Fairfield County), while the FAR 52.222-41 text references WD 2015-4111 Rev 35. Camp Nett is in New London County. Which wage determination applies?
A2) The correct one is WD 2015-4113 Rev 37. Please see amendment.
Q3) Annex A lists delivery windows of 06:15-06:30, 11:45-12:00 and 17:15-17:30. PWS 3.1 lists mealtimes of 0700-0800, 1200-1245 and 1700-1745, and the Notes require delivery 30-45 minutes before the mess hour. Please confirm the governing delivery times.
A3) Annex A is the delivery window for the vendor.
PWS 3.1 shows the mealtimes (after the food is delivered).
Contractor will use Annex A for the delivery times. 06:15-06:30, 11:45-12:00 and 17:15-17:30
Q4) PWS 5.1 calls for individually packaged single-serve meals, while PWS 5.3 and Delivery 1.2 call for bulk insulated food carriers. Is bulk hot delivery (served on the line by government personnel) acceptable, or must every meal be individually packaged? Is the contractor expected to provide serving staff?
A4) The meals are individually packaged single-served meals. The bulk insulted food carrier is for storing the hot individual meals in. No serving staff is required by the contractor.
Q5) Factor 1 references "the capability to distribute media across the required channels and networks." Please confirm this language does not apply to this requirement.
A5) The Government hereby clarifies that the language in the solicitation referencing "the capability to distribute media across the required channels and networks" is completely REMOVED from Technical Factor 1. In its place, Technical Factor 1 is hereby revised to evaluate the Offeror's capability to **deliver hot meals and maintain temperature integrity** during transport from the cooking facility to Camp Nett in Niantic, CT. Please read amendment.
Q6) Are beverages (coffee, juice, milk) required at every meal, and are coffee equipment and refrigeration available at the RTI dining facility?
A6) Beverages are required at every meal. Coffee only needs to be provided for breakfast (in addition to juice and milk). Lunch and Dinner require beverages but not specifically coffee.
The RTI has no coffee equipment, but refrigeration is available.
Q7) FAR 52.237-1 (Site Visit) is listed. Will a site visit be held?
A7) FAR Provision 52.237-1 (Site Visit) is hereby REMOVED from this solicitation in its entirety.
Q8) Will payment be based on Annex A headcounts as modified under the 72-hour change rule, and is there a minimum guaranteed headcount per meal?
A8) The baseline for payment is the headcount listed in Annex A.
Changes made outside 72 hours will be formally adjusted.
Any finalized headcount changes require a formal bilateral contract modification (SF-30) to adjust the total funding and price before payment can be processed in WAWF (Wide Area Workflow).
