About this file
This is a Questions and Answers (Q&A) document for a federal meal catering contract opportunity.
Service Delivery and Staffing: The contractor must deliver individually packaged meals and drop them off at the designated location with no on-site staffing, service distribution, or cleanup required. Meals may be prepared at a licensed commercial kitchen in Connecticut, not necessarily limited to Fairfield County, though proximity to the delivery site is advised. Camp Nett access will be arranged in advance, requiring all delivery vehicle occupants to present valid licenses.
Labor Classifications and Compensation: Applicable wage determinations vary by county and are determined through SAM.gov wage determinations for Connecticut service contracts. Labor classifications include Cook I (07041) for standard meal preparation, Cook II (07042) for complex meals and kitchen supervision, Food Service Worker (07070) for routine kitchen duties and meal packing, Truck Driver, Light (31361) for vehicles under 10,000 pounds gross vehicle weight, and Courier/Messenger (30210) for light parcel delivery in passenger vehicles. Invoicing occurs through Wide Area Workflow (WAWF) at https://piee.eb.mil with Net 30 payment terms, submitted upon completion of each meal class.
Subcontracting and Evaluation: The award basis is Lowest Price Technically Acceptable (LPTA) with evaluation of Factor 1 (Subfactors 1–2) and Factor 2 (Past Performance). Subcontractor personnel may perform meal transport under the prime contractor's direct management; however, if subcontractor past performance is submitted, a signed, binding Letter of Commitment from that subcontractor is required. The prime contractor bears sole responsibility for all performance, delivery, food safety, corrective actions, and replacement meals at no additional cost, with strict privity of contract maintained between the Government and the prime only.
Submission Deadline: Quote deadline is November 5, 2026, at 1:00 p.m. Eastern Time. All amendments and questions and answers must be acknowledged.

Q1. Does the contractor deliver and hand over the individually packaged meals, or must personnel remain on-site to distribute meals, manage service and clean up? If on-site staffing is required, what hours and duties apply?
A1) They only drop off the individually packaged meals. No other service is required.
Q2. Which wage determination and labor classifications apply to drivers, cooks, packers and serving staff? The notice contains different wage-determination references.
A2)
• Cook I (07041): Independently performs moderately difficult tasks in preparing hot and cold foods, following standard recipes. This typically includes basic meats, vegetables, and simple sauces.
• Cook II (07042): Prepares more complex meals, manages cooking times for large-scale operations, and may direct lower-level kitchen staff.
• Food Service Worker (07070): Performs a variety of routine, manual kitchen duties such as portioning meals, setting up food lines, cleaning equipment, and packing hot delivery containers.
• Truck Driver, Light (31361): Applies to the operation of light-duty vehicles (typically under 10,000 pounds gross vehicle weight, such as standard cargo vans, minivans, or pickup trucks) used to transport the hot meals to the delivery location.
• Courier / Messenger (30210): Applies to individuals driving standard passenger cars, small vans, or utilizing public transit to deliver light documents, mail, or small parcels.
This is a good fit if the delivery driver is simply transporting light, pre-packed thermal bags in a standard personal vehicle.
Q3. May invoices be submitted weekly, and what documentation and acceptance steps are required for net-30 payment through Wide Area Workflow?
A3) You must submit your invoices through Wide Area Workflow. Payment is Net 30. You need an account in this system. Go to https://piee.eb.mil. You can only submit invoices as each class is over.
Q4. Are there any required pre-award kitchen inspections, site visits, installation-access requirements or additional forms we should account for?
A4) No
Q5) Amendment 0001, ¶5.A places the food preparation site in Fairfield County. Is a Fairfield County kitchen required, or may meals be prepared at a licensed commercial kitchen elsewhere in Connecticut? If so, which wage determination would apply?
A5) Yes, it can be in another county. But you do not want to be too far from the delivery site.
https://piee.eb.mil/
The wage determination goes by counties. Go to the website https://sam.gov/wage-determinations. Click on Service Contract on the right and in search type Connecticut. All the counties will appear. Choose the one you are from.
Q6) Amendment 0001, ¶2 replaces the 52.212-1/52.212-2 addenda with Subfactors 1 and 2, while ¶6 revises Technical Factor 1. Could you confirm that award remains LPTA and that Factor 1, Subfactors 1–2, and Factor 2 (Past Performance) are all evaluated? If so, may references for the proposed subcontractor be submitted?
A6) LPTA is still valid. But you must be technically acceptable. If a vendor submits subcontractor past performance, it is required for the prime to provide a signed, binding Letter of Commitment from that subcontractor showing they are fully partnered for this specific contract.
Q7) Under Subfactor 2, may the subcontractor’s personnel transport the meals under the prime’s direct management, or must delivery be performed by the prime’s own employees and vehicles?
A7) Yes, the subcontractor’s personnel can transport the meals under the prime’s direct management. Please see Amendment 0002 and acknowledge along with the questions and answers. You must acknowledge all amendments and all questions and answers.
"Single Point of Responsibility and Prime Contractor Accountability The Prime Contractor shall be solely responsible for the professional quality, technical accuracy, timely completion, and overall coordination of all services and meals provided under this contract, whether performed by the Prime Contractor's own personnel or by proposed subcontractors.
The Government will not manage, direct, or maintain a direct line of communication with any subcontractor. The Prime Contractor shall serve as the sole point of contact for all contract administration, performance issues, delivery discrepancies, and corrective actions."
"Cure and Correction of Deficiencies In the event of any delivery discrepancy, food safety concern, incorrect meal count, or failure to meet the dietary and temperature specifications outlined in this contract, the Prime Contractor shall be immediately liable to make corrections at no additional cost to the Government.
Upon notification by the Contracting Officer (CO) or Contracting Officer’s Representative (COR), the Prime Contractor must provide replacement meals or initiate approved corrective actions within [e.g., 60 minutes] of notification, regardless of whether the error was caused by the Prime Contractor or a subcontractor."
"Privity of Contract No subcontractor shall have any direct contractual relationship with the Government. The Government’s contract is exclusively with the Prime Contractor. Any issues, disputes, or performance failures originating from a subcontractor must be resolved internally by the Prime Contractor. The Prime Contractor’s failure to manage its subcontractors shall not relieve the Prime Contractor of its performance obligations or provide an excuse for late, deficient, or non-conforming deliveries."

Clause Number Clause Title Operational Purpose & Utility FAR 52.246-4 Inspection of Services—Fixed-Price Gives the Government the absolute right to inspect the meals and require the prime contractor to replace or correct any non-conforming services at no increase in contract price.
FAR 52.246-16 Responsibility for Supplies Establishes that the prime contractor is responsible for the meals until they are physically delivered and accepted by the Government.
FAR 52.219-14 Limitations on Subcontracting (If Set-Aside) Mandates that the prime must perform at least 50% of the cost of labor with their own employees, preventing a complete "pass-through" to an unvetted subcontractor.
DFARS 252.246-7000 Material Inspection and Receiving Report Requires proper documentation of delivery/acceptance through WAWF, ensuring the COR only signs off on confirming meals.
Q8) Could you share Camp Nett access requirements and lead time for contractor delivery drivers and vehicles?
A8) You must show license for everyone in the vehicle. It should not take long at all. This will be set up before you start to deliver the catered meals.
Q9) We would also appreciate confirmation of the quote deadline of November 3, 2026, at 1:00 p.m. Eastern.
A9) Changing due date to November 5, 2026, at 1:00 p.m. Eastern Time.
