About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Joint Base Lewis-McChord is procuring a comprehensive closed-circuit TV camera surveillance system upgrade for the 62d Aerial Port Squadron at Building 1422. The project involves replacing 8 existing security cameras and installing 4 new cameras with 12 total high-definition cameras (including 8 32-megapixel multi-sensor exterior cameras and 4 16-megapixel interior cameras), along with 2 new monitoring stations, a digital video recorder, and complete hardwired Cat6 infrastructure with 64TB storage capacity. Contractors must be registered in SAM with NAICS code 561621 and submit quotes through the Unison marketplace by August 11, 2025, along with a past performance volume limited to 10 pages covering relevant contracts from the past three years. The contract will be awarded using a best value source selection method with evaluation based on Past Performance (rated as Acceptable or Unacceptable) and Price. An optional site visit is scheduled for July 23, 2025, at 10:00 AM PST at the Air Freight Terminal, with attendee names required by July 16, 2025, at 12:00 PM PST.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The awarded contractor will have 180 days from contract award to complete the installation, with work primarily scheduled Monday through Friday between 8:00 AM and 5:00 PM, though off-hours work flexibility is available if needed. The system must be capable of expanding from 12 to 20 cameras in the future and includes technical requirements such as 12U Wall Mount Server Rack Enclosures, 1500VA Rack Mount UPS units, and signal boosters to prevent transmission degradation. The entire system purchase, installation, and billing must be completed by September 30, 2025, with a mandatory one-year warranty for defective work or equipment. The work will be performed at Joint Base Lewis-McChord in Lewis McChord, Washington, specifically at the Air Freight Terminal building, and requires coordination with the JBLM Department of Public Works, including potential asbestos and lead-based paint abatement if necessary.
