About this file

This document is an Addendum to FAR Provisions containing instructions and evaluation criteria for a commercial items solicitation for a Closed-Circuit TV Camera Surveillance System at Joint Base Lewis-McChord (JBLM). The solicitation requires sellers to submit quotes through the Unison marketplace by July 31, 2025, at 1:30 p.m. EST, with a mandatory site visit scheduled for July 23, 2025, at the Air Freight Terminal. Sellers must be registered in the System for Award Management (SAM) with NAICS code 561621 and submit a past performance volume limited to 10 pages.

The contract will be awarded using a best value source selection method, with evaluation based on two primary factors: Past Performance (rated as Acceptable or Unacceptable) and Price. Sellers must provide a detailed references list and specific relevant contracts from the past three years. The government will conduct price analysis to ensure reasonableness, completeness, and balance. Sellers are expected to inspect the work site and understand local conditions, with no site visits authorized beyond the scheduled event. The contract involves upgrading 8 existing security cameras, installing 2 new monitoring stations and 4 new cameras, and potentially addressing asbestos/lead-based paint abatement in coordination with JBLM Department of Public Works.

Any quote, modification, or revision received after the exact time specified for receipt of quotes will be deemed late and will not be considered. Late quotes will be processed under a late submissions rule in accordance with FAR Provision 52.212-1(f).

2.0 The Buyer/Contract Specialist (CS) is the sole point of contact for this acquisition. Address all questions or concerns you may have, in writing, to the CS through the Unison marketplace only. If no one provides notice of attendance, the site visit will be canceled. No other site visits will be scheduled or authorized. This event will include only the stated location.

2.2. Sellers are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance, to the extent that the information is reasonably obtainable. The purpose of this site visit is to eliminate any possible misunderstanding of the terms of the solicitation. If the Government responses to technical questions affect the SOW requirements, or any other portion of the solicitation, then an Amendment of Solicitation will be issued. Remarks and explanations at this event, if any, shall not qualify the terms of the solicitation and specifications. Unless the solicitation is amended in writing, it will remain unchanged.

2.4. To gain access to JBLM, if Sellers do not have contractor badges, interested parties must obtain a visitor’s pass from the Visitor’s Center immediately outside the McChord Field.

Take exit 125 off Interstate 5 for Bridgeport Way toward JBLM McChord Field and proceed toward the McChord Field gate. Just prior to the McChord Field, turn into the Visitor’s Center parking lot. 3.0 General Instructions

3.1. The basis for award for this requirement is Past Performance and Price in accordance with (IAW) FAR Sub-part 13.106-2. Quotes will be evaluated using the criteria stated under the Addendum to FAR Provision 52.212-2, Evaluation – Commercial Items. Non-compliance with the solicitation’s requirements may hamper the Government’s ability to properly evaluate the quote and may be grounds to eliminate the quote from further consideration for contract award.

3.2. Submission of the documentation specified below will constitute the Seller's acceptance of the terms and conditions of the solicitation, concurrence with the SOW and contract type.

These instructions are designed to ensure the submission of necessary information to provide for the understanding and effective evaluation of quotes.

3.3. It is the Government’s intention to award without discussions. Sellers are encouraged to present their best prices in their submissions. However, IAW FAR Provision 52.212-1(g), should discussions become necessary, the Government reserves the right to hold them.

3.4. If a Seller believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the Seller shall immediately notify the CS, through the Unison marketplace, in writing with supporting rationale. The Seller is reminded that the Government reserves the right to award this effort based on the quote, as received, without discussion.

3.5. In accordance with FAR Sub-part 4.8 – Government Contract Files, the Government will retain one (1) copy of all unsuccessful quotes.

3.6. All referenced documents for this solicitation are available on the Unison marketplace website at https://www.unisonglobal.com/product-suites/acquisition/marketplace/.

3.7. Request for Information. In accordance with FAR Sub-part 13.106-3(d), if a supplier requests information on an award that was based on factors other than price alone, a brief explanation of the basis for the contract award decision shall be provided within five (5) business days after receipt of request. This written response will be the only debriefing https://www.unisonglobal.com/product-suites/acquisition/marketplace/ provided.

4. Submission of Quotes

4.1. Past Performance Volume (limited to no more than 10 total pages).

4.1.1. The Past Performance evaluation will be accomplished by reviewing aspects of a Seller's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation. Past Performance information described herein is required for the Seller. For each identified effort, the Seller shall submit a reference point of contact’s name with telephone number and email address. The information provided herein is subject to verification with the receiver of said services.

4.1.2. The Seller shall include documentation regarding its relevant past performance as it directly relates to the work being procured under this solicitation. The Seller SHALL NOT report data any farther than the three (3) years preceding this solicitation. The past performance data shall document a successful history of past contract performance.

4.1.3. In conducting the Past Performance evaluation, the Government reserves the right to use the information provided in the Seller’s Past Performance volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources.

However, the burden of providing thorough, complete, and current past performance information as required in this paragraph remains with the Seller. Quotes not containing the information required by this paragraph risk rejection or a less than acceptable evaluation by the Government. All past performance comments received will be taken into account and could affect the evaluation outcome.

In the case of a Seller without a record of relevant past performance, or for whom information on past performance is not available, or performance is so sparse that no meaningful past performance rating can be reasonably assigned, the Seller may not be evaluated favorably or unfavorably on past performance (see FAR Sub-part 12.206). Therefore, the Seller shall be determined to have neutral past performance. In the context of acceptability/unacceptability, neutral past performance shall be considered acceptable.

4.1.4. Sellers shall submit a Past Performance Volume containing the following:

• References List – The Seller shall identify each effort, performance date(s), customer name and address, customer point of contact’s name with telephone number and email address.

• Specific Relevant Contracts - The Seller shall clearly describe their past performance as a prime contractor, or major sub-contractor, on contracts of the same or similar nature, size, and complexity to the services being procured under this solicitation. Sellers shall concisely explain which aspects of the cited contracts are deemed relevant to the solicited effort.

4.2. Price

4.2.1. Sellers shall submit a Unit Price for each Contract Line Item Number (CLIN) on the solicitation through the Unison marketplace only. All CLINs are firm-fixed price items and each individual CLIN must be separately priced. Identifying a CLIN price as “included with” another CLIN (e.g. combining pricing for two or more CLINs into one CLIN) is not permitted. Any quote received with this pricing structure will not be considered.

4.2.2. Price will be evaluated using various price analysis techniques and procedures IAW FAR Sub-part 13.106-3 including, but not limited to, comparison of quoted prices received in response to the solicitation, comparison to the Government estimate, and total price fairness, reasonableness, and balance. Sellers are reminded to include all costs (i.e., labor, overhead, profit) associated with the performance of the requirements described in this solicitation.

Addendum to FAR Provision 52.212-2, EVALUATION – Commercial Items

1.0. Basis for Contract Award

1.1. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) Sub-part 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single seller deemed responsible whose quote conforms to the solicitation’s requirements, IAW the FAR, and represents the best value to the Government as judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation.

1.2. Trade-off between price and non-price factors is not permitted. The Government will evaluate quoted prices for reasonableness, in accordance with FAR Sub-part 13.106-3, using price analysis techniques. Unreasonably high, unrealistically low, unbalanced, inaccurate or incomplete prices quoted may be grounds for eliminating a quote from competition either on the basis that the Seller does not understand the requirement or has submitted an unreasonable quote.

1.3. Award for All of the Work. The Government intends to award one (1) contract as a result of this solicitation. Quotes received for less than the stated number of items listed in this solicitation will be considered ineligible for award. As set forth in FAR Provision 52.212-1(g), the Government intends to evaluate quotes and award a contract without discussions with Sellers except clarifications, if needed. Therefore, the Seller’s quote should contain their best price. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

1.4. Evaluation Criteria

Evaluation criteria consists of the following factors:

Factor 1: Past Performance Factor 2: Price

2.0. Factors

2.1. Factor 1 - Past Performance. The Past Performance evaluation will assess the Seller’s probability of meeting the solicitation’s requirements as indicated by that Seller’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the Seller’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Sellers are cautioned that in conducting the performance assessment, the Government may use data provided with the Seller’s quote and data obtained from other sources, such as the Contract Performance Assessment Reporting System (CPARS) or similar systems and State Department Watch Lists.

a) Each Seller will receive a performance confidence assessment rating based on the Seller’s recent past performance, focusing on performance that is relevant to the contract requirements.

b) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the date of issuance of this solicitation.

Past performance information that fails this condition will not be evaluated.

c) Relevancy Assessment. To be relevant, the effort must be similar in scope of the work, size, and complexity. The Government will conduct an evaluation of all recent performance information obtained to determine if it is the same or similar in scope, size, and complexity to the services being procured under this solicitation. A relevancy determination of the Seller’s past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort being quoted by the Seller and evaluated. In establishing what is relevant for the acquisition, consideration should be given to what aspects of a Seller’s contract history would give the most confidence that the Seller will satisfy the current procurement. The past performance information provided with the quote and obtained from other sources will be used to establish the relevancy of past performance.

d) The Past Performance evaluation team will review this past performance information and determine the quality and usefulness as it applies to the performance confidence assessment.

2.1.1. Assigning Ratings. The Past Performance factor will be assigned one of the ratings defined below.

PAST PERFORMANCE EVALUATION RATINGS

Rating Definition

Acceptable

Based on the Seller’s performance record, the Government has a reasonable expectation that the Seller will successfully perform the required effort, or the Seller’s performance record is neutral.

Unacceptable

Based on the Seller’s performance record, the Government has no reasonable expectation that the Seller will be able to successfully perform the required effort.

2.1.2. Sellers without a record of relevant past performance, or for whom information on past performance is not available or so sparse, that no meaningful past performance rating can be reasonably assigned, may not be evaluated favorably or unfavorably on past performance.

Therefore, the Seller shall be determined to have neutral past performance. In the context of acceptability/unacceptability, neutral past performance shall be considered acceptable.

2.2. Factor 2 – Price. Price will not be rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR Sub-part 13.106-3. Through these techniques, the Government will determine whether prices are reasonable, complete and balanced.

3.0. Definitions.

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Compliant. The Seller’s quote is in compliance with the instructions in the solicitation.

Total Price is the sum of the prices for the contract line items of the solicitation.
