About this opportunity

The 934th Airlift Wing is soliciting quotes for cleaning, inspection, and hazardous waste removal services for two 10,000-gallon underground oil-water separators located at Minneapolis-St. Paul Air Force Base, with quotes due by 12:00 PM Central Standard Time on August 19. This is a 100% Total Small Business Set-aside under NAICS 541990 (size standard $19.5 million).

Place of performance is Minneapolis, MN 55450. The two separators, constructed around 1994 and last cleaned in 2018, each contain approximately 12 inches of sludge. Both tanks feature 24-inch access ports; Tank 606 is located in a blacktop area allowing on-site truck parking, while Tank 602 permits parking 10–15 feet from entrance with a water source approximately 300 feet away. Work must be completed within 60 calendar days from contract award during normal business hours (Monday–Friday, 0600–1630, excluding Federal holidays), with outside-hours work requiring prior written approval from the Contracting Officer's Representative.

All contractor personnel performing work must hold HAZWOPER training and certification under 29 CFR 1910.120. Pre-cleaning sampling and testing determines whether contents meet hazardous waste criteria; if hazardous, the contractor must immediately cease work. Non-hazardous waste disposal is the contractor's responsibility off-base. Deliverables include a detailed Service and API 421 Inspection Report and, if applicable, EPA Uniform Hazardous Waste Manifests with Treatment, Storage, and Disposal Facility-signed return documentation. All secondary wash water must be captured; no environmental discharge is permitted without written environmental office approval.

Contractors must be registered in SAM with completed online representations and certifications. Subcontracting is authorized for pumping, cleaning, inspection, transportation, and waste disposal, though the prime contractor must directly hold HAZWOPER certification. Written quotes only are accepted; one award is anticipated. Award will be made on best value considering price, technical approach, and past performance equally weighted. CMMC Level 1 compliance applies to both prime and subcontractors. Contact the contracting officer (Mikkael.Hahn.1@us.af.mil) or contracting specialist (jessica.ferris.5@us.af.mil) with questions; those asked within two days of solicitation close will be answered at the contracting officer's discretion.
