About this file
This is a Questions and Answers document for a federal contract solicitation concerning the cleaning and inspection of two oil-water separators (OWS).
The government requires the removal, cleaning, and inspection of two steel, single-wall oil-water separator tanks built approximately in 1994, each containing approximately 12 inches of sludge. Tank 606 is located in a blacktop area where vendor trucks can park on-site, while Tank 602 allows parking approximately 10-15 feet from the entrance, with a water source approximately 300 feet from the tanks. Both tanks feature 24-inch access ports and can be cleaned simultaneously or in succession. The awardee must be a small business registered in SAM under the solicitation's NAICS code and must ensure all personnel performing the specialized work hold HAZWOPER training/certification under 29 CFR 1910.120. Subcontracting is authorized for pumping, cleaning, inspection, transportation, and hazardous/non-hazardous waste disposal, with the prime contractor responsible for verifying subcontractor certifications. Confined-space entry is necessary and requires a base confined-space entry permit. The government will not drain waste; the vendor is responsible for all removal and off-base disposal. Award will be based on best value considering price, technical approach, and past performance, with the government's goal for award in September and preference for service completion before winter. If pre-cleaning testing identifies hazardous waste, resulting transportation and Treatment, Storage, and Disposal Facility (TSDF) disposal will be handled through contract modification based on optional pricing provided for CLIN 0003. The required CMMC level is Level 1. Site visits were optional, and all supporting documentation, including photographs, measurements, and tank drawings, is available in SAM.
