About this file

This document is a Questions and Answers file addressing contractor inquiries regarding Oil Water Separator (OWS) cleaning and maintenance requirements.

The government requires cleaning services for two steel, single-wall Oil Water Separators that were constructed around 1994. The separators contain approximately 12 inches of sludge in each tank and were last cleaned in 2018. No previous inspection reports are available, though attached drawings and photographs document the current condition. Inspection guidance per API 421 is not required; instead, vendors should refer to the new Performance Work Statement (PWS) for inspection procedures. The vendor is responsible for all waste removal and disposal off-base, with no government involvement in draining operations. Both separators may be cleaned simultaneously or in succession, and the work area is not heavily trafficked, allowing space for vendor trucks to be positioned and coned off as needed.
