About this file

This document is a Questions and Answers (Q&A) file for a federal contract solicitation regarding oil-water separator (OWS) cleaning and inspection services. The solicitation involves cleaning and inspecting two steel, single-wall oil-water separators constructed around 1994, each containing approximately 12 inches of sludge. The separators were last cleaned in 2018, and tank drawings are available in the solicitation documentation. The vendor is responsible for all removal and off-base disposal of waste, with the government providing on-site water approximately 300 feet from the separator location. Access ports measure 24 inches in diameter, and confined-space entry with a base permit is required. The area will be coned off to accommodate vendor trucks, and both separators may be cleaned simultaneously or in succession.

Award will be made on a best-value basis considering price, technical approach, and past performance. The awardee must be a small business registered in SAM under the solicitation's NAICS code, though subcontracting is authorized for specialized pumping, cleaning, inspection, transportation, and hazardous/non-hazardous waste disposal. All personnel performing work must maintain HAZWOPER training and certification under 29 CFR 1910.120. Site visits were optional, and all supporting documentation including photographs, measurements, and site information are available on Sam.gov. Pre-cleaning testing that identifies hazardous waste will be handled through contract modification based on pricing submitted for the optional hazardous waste disposal line item. CMMC Level 1 compliance applies to both the prime contractor and any subcontractors. No previous inspection reports or analytical results are available from the government.
