About this file

This is a Questions and Answers (Q&A) document for a federal contract solicitation addressing oil-water separator (OWS) cleaning and inspection services.

The government requires cleaning and inspection of two steel, single-wall oil-water separators that were constructed around 1994 and last cleaned in 2018. Each tank contains approximately 12 inches of sludge. The separators are located in a low-traffic area where the vendor can set up equipment. Both tanks will be cleaned simultaneously or in succession, with all waste removal and off-base disposal to be performed by the vendor. The contractor must be a small business registered in SAM under the solicitation's NAICS code. Subcontracting is authorized for specialized services including pumping, cleaning, inspection, transportation, and hazardous/non-hazardous waste disposal; however, the prime contractor must directly hold HAZWOPER training/certification in accordance with 29 CFR 1910.120 as specified in the Performance Work Statement. Site visits were optional; contractors who did not attend the August 5 site visit may still submit quotations. Additional site information, photographs, measurements, and documentation are available in the SAM solicitation package to assist contractors in preparing accurate quotations. API 421 inspection guidance is not required; contractors should reference the new PWS for inspection requirements. Drawings of both OWS units are attached to the solicitation.
