About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking Centrally Managed African Cellular Services (CMACS) to support the Combined Joint Task Force - Horn of Africa (CJTF-HOA) across multiple countries in Eastern Africa. The solicitation requires cellular service providers to offer Subscriber Identity Module (SIM) cards, prepaid phone cards, and cellular service plans, along with administrative and technical support for managing local service providers. Proposals will be evaluated based on technical capability and contractor responsibility, with no price factor considered for the initial Blanket Purchase Agreement (BPA) awards. The ordering period for the CMACS BPA is five years, with all future call orders expected to be firm-fixed price. Delivery lead times are specified at 30 calendar days for SIM and minute cards, with service plan activation required within 7 calendar days. Foreign entities must be registered in the Joint Contingency Contracting System (JCCS) to be eligible for award.

The purpose of this Solicitation Amendment is as follows:
a. Extends the proposal response due date to 4 December 2024 at 1600 Eastern Africa
Time / 0800 Eastern Standard Time.
b. Updates the Contracting Officer listed in the Points of Contact (See Section 13 of Attached RFP Letter).
AMENDMENT 01 (AMD 01)
The purpose of this Solicitation Amendment is as follows:
a. Provides responses to questions submitted via incorporation of Attachment 7 “Questions & Government Responses”.
b. Incorporates the revised Performance Work Statement (PWS) via Attachment 2. The PWS was revised in Section 4, incorporating the following statement at the final sentence: “The Contractor shall be responsible for ensuring compliance with any specific commercial or other licensing requirements necessary to conduct business in countries within the AOR.”
CENTRALLY MANAGED AFRICAN CELLULAR SERVICES (CMACS)
COMBINED JOINT TASK FORCE – HORN OF AFRICA (CJTF-HOA)
This Solicitation is to support CJTF-HOA’s requirement for cellular services within the
CJTF-HOA Area of Responsibility (AOR). These cellular services are enabled through
the provisioning of various tools, such as Subscriber Identity Module (SIM) Cards,
expendable and reloadable prepaid phone cards (e.g., Minute Cards), and cellular service
plans. This requirement also provides the incidental administrative, technical, and
logistical support to manage the multiple local service providers within the AOR. CJTFHOA’s
AOR spans multiple countries throughout the Eastern Africa region, each with
diverse commercial capabilities and constraints. This requirement provides for central
management of this diverse network of commercial cellular service providers, enhancing
CJTF-HOA’s ability to rapidly enable cellular services at the speed of the mission.
Given the unpredictable tempo, quantity, and nature of these requirements, it is
anticipated that this requirement will be fulfilled via multiple award Blanket Purchase
Agreements (BPAs). The Government intends to make award to each and all qualifying
Offerors, as this will provide efficient competition for future Orders and optimum
coverage for the various products/services and locations required under the Solicitation.
The maximum cumulative value of BPAs issued under this Solicitation shall not exceed
$1,000,000.
