NAVY CONTRACTING OFFICE
REQUEST FOR PROPOSAL (RFP)
CENTRALLY MANAGED AFRICAN CELLULAR SERVICES (CMACS)
COMBINED JOINT TASK FORCE – HORN OF AFRICA (CJTF-HOA)

Date: 8 November 2024
1. This Solicitation is to support CJTF-HOA’s requirement for cellular services within the CJTF-HOA Area of Responsibility (AOR). These cellular services are enabled through the provisioning of various tools, such as Subscriber Identity Module (SIM) Cards, expendable and reloadable prepaid phone cards (e.g., Minute Cards), and cellular service plans. This requirement also provides the incidental administrative, technical, and logistical support to manage the multiple local service providers within the AOR. CJTF- HOA’s AOR spans multiple countries throughout the Eastern Africa region, each with diverse commercial capabilities and constraints. This requirement provides for central management of this diverse network of commercial cellular service providers, enhancing CJTF-HOA’s ability to rapidly enable cellular services at the speed of the mission.
2. Given the unpredictable tempo, quantity, and nature of these requirements, it is anticipated that this requirement will be fulfilled via multiple award Blanket Purchase Agreements (BPAs). The Government intends to make award to each and all qualifying Offerors, as this will provide efficient competition for future Orders and optimum coverage for the various products/services and locations required under the Solicitation.
The maximum cumulative value of BPAs issued under this Solicitation shall not exceed $1,000,000.
3. The anticipated Ordering Period of this vehicle is five (5) years.
4. The geographic scope of this requirement is within the CJTF-HOA AOR. The CJTF- HOA AOR is defined under HOAINST 5100.40G, with the current version dated as 26 March 2024. Any use of the term “CJTF-HOA AOR” within this Solicitation shall be interpreted consistent with the current version of HOAINST 5100.40G.
HOAINST 5100.40G, Version dated 26 March 2024, defines the CJTF-HOA AOR as follows:
East Africa, including Djibouti and Eritrea. Areas of interest include Burundi, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan, Tanzania, and Uganda.
The requirement currently has primary mission locations of Djibouti, Somalia, Ethiopia, and Kenya. The primary mission location may fluctuate based on various factors;
however, the primary mission shall be consistent with CJTF-HOA’s AOR. The scope of this requirement shall be consistent with the CJTF-HOA AOR as defined above. While the current primary mission locations include Djibouti, Somalia, Ethiopia, and Kenya, it is anticipated that primary mission locations may fluctuate during the Ordering Period.
5. Basis of Award: Award will be made to the each and all qualifying Offeror(s). To be eligible for award, an Offeror’s proposal must be found acceptable under the Factors 1 &
2. The following criteria will be used in evaluation of Offeror’s proposals:
Evaluation Factors for Award
a. Factor 1: Technical Capability
Offerors will be rated as either Acceptable or Unacceptable under Factor 1 Subfactor. The following definitions will be utilized in making these ratings:
Acceptable: Proposal meets the minimum requirements of the Solicitation.
Unacceptable: Proposal does not meet the minimum requirements of the Solicitation.
i. Subfactor 1 – Ordering Catalog
Offerors will be evaluated based on availability of products and services in their proposed Ordering Catalog. While Offerors are not required to include all products and services which are specified within Attachment 1 (CMACS Cellular Service Catalog), Offerors are encouraged to include as many of these which they can deliver as part of their proposed Ordering Catalog. Offerors should include their proposed maximum delivery lead time for each product/service included. To be eligible for award, an Offeror’s proposed Ordering Catalog shall include not less than two (2) of the products/services listed within Attachment 1 (CMACS Cellular Service Catalog). A template has been provided with additional instructions as Attachment 3.
ii. Subfactor 2: Logistics Plan
Offerors will be evaluated based on the content of their proposed Logistics Plan. To be eligible for award, an Offeror’s proposed Logistics Plan shall describe the Offeror’s proposed approach to delivering the required products/services within the proposed maximum delivery lead time stated within the Offeror’s proposed Ordering Catalog.
iii. Subfactor 3: Scalability
Offerors will be evaluated based on the content of their proposed Scalability Approach. To be eligible for award, an Offeror’s proposed Scalability Approach shall describe the Offeror’s approach to potential requirements beyond those which are currently available to them. Priority should be given to growth within the primary mission locations listed within paragraph 4 of this Solicitation which Offeror’s cannot currently support (e.g., Djibouti, Somalia, Kenya, & Ethiopia). For example, if an Offeror only has capability to support requirements within Djibouti, the Offeror should indicate their approach to scaling beyond this (e.g., Somalia, Kenya, & Ethiopia). If an Offeror can currently support requirements in all four of the current primary mission locations, they should describe their approach to supporting requirements in any other locations which fall within the CJTF-HOA AOR as described in paragraph 4 of this Solicitation.
b. Factor 2: Responsibility
Past performance will be reviewed as part of a responsibility determination by the Contracting Officer but will not impact the technical evaluation. If overall past performance is found to be non-responsible, this may be cause for the Offeror's proposal to be excluded from further evaluation; however, an Offeror shall not be determined responsible or non-responsible solely based on a lack of relevant performance history. Offerors are not required to submit any information as part of their proposal regarding this Factor. The Contracting Officer may review other sources of information in evaluation of this Factor, such as Contractor Performance Assessment Reporting System (CPARS), inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), or interviews with Contracting Officers, Contracting Officer Representatives (CORs), or other Government or commercial customers.
Note: While this Solicitation is open to foreign entities, any non-US based Offeror must be registered within the Joint Contingency Contracting System (JCCS) to be eligible for award. The US Government Information Technology (IT) Joint Contingency and Expeditionary Services (JCXS) system contains the JCCS module located at www.jccs.gov. Failure of registration for the Offeror could result in a determination by the Contracting Officer of non-responsibility.
6. Price:
In accordance with (IAW) 10 U.S.C. 3206(c), the Contracting Officer has chosen not to include price or cost as an evaluation factor for award under this Solicitation. The Contracting Officer notes that this Solicitation has an estimated value above the Simplified Acquisition Threshold, will result in multiple-award BPAs for the same or similar services, and the Government intends to make award to each and all qualifying Offerors. Competition for Call Orders under these multiple-award BPAs will include cost/price as a Factor for award, and cost/price will be determined fair and reasonable prior to award of any Call Order.
7. Proposal Requirements: In response to this Solicitation, Offerors shall include the following elements as part of their proposal submission:
a. Volume I - Executive Summary: Proposals shall include an Executive Summary which includes the following minimum elements:
i. Official name and address as it should appear on any award
ii. Name, title, email address, and phone number for any personnel to be contacted on behalf of the Offeror’s organization
iii. Commercial and Government Entity Code (CAGE), System for Award
Management (SAM) Entity Unique Identifier (UEI), and type of company (Small Business, Woman-Owned Small Business, etc.)
iv. Compliance Statement which indicates that the Offeror certifies all information in the proposal is accurate and complies with the Solicitation requirements, Performance Work Statement (PWS) (Attachment 2), and states the validity of the proposal. The following is a sample Compliance Statement: “This Offeror hereby certifies this proposal is in compliance with the Solicitation, PWS, and its requirements. There are no exceptions, deviations, or differences and the proposal is valid for at least 120 calendar days from the date of submission.”
b. Volume II – Technical Volume: Proposals shall include the following elements as part of this Volume:
i. Volume II – Part A: Ordering Catalog. The Offeror shall include their Ordering Catalog in response to Factor 1, Subfactor 1 [See Section 5(a)(1)]. A template has been provided via Attachment 3 with additional instructions.
ii. Volume II – Part B: Logistics Plan. The Offeror shall include their Logistics Plan in response to Factor 1, Subfactor 2 [See Section 5(a)(2)].
iii. Volume III – Part C: Scalability Approach. The Offeror shall include their Scalability Approach in response to Factor 2, Subfactor 3 [See Section 5(a)(3)].
c. Volume III – Administrative Volume: Attachment 4 includes Solicitation
Provisions & Clauses applicable to this requirement. Offerors shall provide a completed version of each Provision & Clause which requires input.
8. The Government intends to evaluate proposals and make award(s) without discussions with Offerors; however, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer determines they are necessary. In the event issues cannot be resolved to the Contracting Officer’s satisfaction, the Government reserves the right to withdraw and cancel the Solicitation. In such an event, Offerors will be notified in writing. In the event a competitive range is established and the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition.
9. Attachment 5 contains Solicitation Provisions & Clauses applicable to this requirement.
Offerors shall provide a completed version of each Provision & Clause which requires input. In response to this Solicitation, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a proposal, the proposal may be excluded on grounds that it failed to comply with the Solicitation instructions.
10. Portions of the Offeror’s proposal may be incorporated into the award.
11. Questions related to this Solicitation may be submitted in writing to the points of contact (POCs) listed below. All questions should be submitted in writing no later than 18 November 2024. The Government reserves the right to not answer questions submitted after this time.
12. Proposals submitted in response to this Solicitation shall be submitted not later than (NLT) 2 December 2024 at 1600 Eastern Africa Time / 0800 Eastern Standard Time.
Proposal submissions shall be submitted via email to the POCs listed below. Please note that Offerors are responsible for ensuring emails can be received by the POCs listed below. It is recommended that Offerors request receipt confirmation of all proposal attachments upon submission.
