How will priority be determined for call orders among the BPAs? Will there be a ranking or rotation system?
Procedures for Call Orders will be specified within the Solicitation for each Call Order. The Contracting Officer who issues this Solicitation is responsible for specifying the basis for award; however, it is anticipated that Solicitations will utilize technical (e.g., delivery time) and non-technical factors (e.g., price).

Are there any specific challenges or preferences for certain locations within the AOR? Should we prioritize specific countries if resources are limited?
See Solicitation, Section 4, “The requirement currently has primary mission locations of Djibouti, Somalia, Ethiopia, and Kenya.”

If the AOR changes during the contract period, how will those changes impact service requirements or delivery expectations?
There are no anticipated changes to the vehicle. It is anticipated that most deliveries will be made to Camp Lemonnier, Djibouti.

Can we request delivery extensions for remote or challenging locations if necessary? What documentation would be required for such requests?
Delivery requirements may vary based on Call Orders. It is anticipated that most deliveries will be made to Camp Lemonnier, Djibouti.

Are there any existing relationships with local providers that CJTF-HOA recommends leveraging, or should we establish all supplier relationships independently?
CJTF-HOA does not have any recommended local providers. The only requirements are those outlined within the Solicitation, to include the PWS and Terms & Conditions.

Is there a preferred template for the Supplier Management Report and Technical Support Summary, or can we use our own format as long as all required information is included?
See PWS, Section 5. These deliverables are Contractor Format.

If a performance standard (like a delivery date or service activation) cannot be met due to external factors (e.g., country-specific issues), how will performance be evaluated in such cases?
Performance Standards may vary between Call Orders; however, communication should be maintained throughout performance.

If users face issues with their devices (not provided by us), will the contractor be required to assist indirectly with configurations?
No.

Are there any specific cybersecurity requirements or configurations that SIM cards or plans must adhere to?
See Solicitation Attachment 4, Solicitation Provisions & Clauses for any such requirements (e.g., FAR 52.204-24, FAR 52.204-26, DFARS 252.204-7016, & DFARS 252.204-7017).

Will the customer provide the required personal identification details (e.g., passports, government IDs) for registering SIM cards in countries where such documentation is mandatory? If not, how should the contractor address this requirement with local providers?
No. This may be described in the Offeror’s proposal, such as part of the Logistics Plan.

Are the two-business-day timelines flexible for complex issues requiring coordination with local service providers?
Performance Standards may vary between Call Orders; however, communication should be maintained throughout performance.

Are there any specific compliance requirements for working in the countries within the AOR, such as local regulations or licensing?
Offerors are responsible for ensuring compliance with any specific commercial or other licensing requirements necessary to conduct business in countries within the AOR. This may be described in the Offeror’s proposal, such as part of the Logistics Plan.

If the primary mission location changes mid-performance, how will adjustments to logistics or delivery timelines be handled?
The Offeror may address this as part of their Scalability Approach. Delivery requirements may vary based on Call Orders. It is anticipated that most deliveries will be made to Camp Lemonnier, Djibouti.

Given that the PWS does not specify the required data plan sizes, can we propose a range of flexible data plans to better align our offerings with your operational requirements? This approach would enable us to tailor solutions to meet the diverse and evolving needs of users across the CJTF-HOA Area of Responsibility (AOR).
It is recommended that priority be given to meeting the minimum requirements outlined in the Solicitation; however, if an Offeror wishes to propose beyond this, there is no prohibition to do so.

Given that the PWS does not specify any telecom operator within the countries and regions of the CJTF-HOA AOR? Alternatively, would you like us to recommend services and products from operators with the most reliable coverage across these areas?
This may be addressed as part of the Offeror’s Logistics Plan or Scalability Approach.

Is there any anticipated need for bulk SIM card purchases? If so, could you provide initial estimates regarding the volume for such requirements?
The Government anticipates award of multiple-award BPAs due to an inability to accurately estimate requirements over the ordering period; however, the following estimates were provided as part of the RFI distributed prior to this Solicitation. It is noted that these are only estimates and are non-binding. Call Orders may be issued more frequently (e.g., quarterly), so these figures may likely be adjusted, depending upon Government needs:

· Djibouti:

· SIM Cards: 200 each annually

· Minute Cards: 7,000 total minute cards annually (preference for 70-minute individual increment cards)

· Service Plan: 30 each month

· Somalia:

· SIM Cards: 100 each annually

· Minute Cards: 2,000 total minute cards annually (preference for 70-minute individual increment cards)

· Service Plan: 10 each month

· Kenya:

· SIM Cards: 100 each annually

· Minute Cards: 2,000 total minute cards annually (preference for 70-minute individual increment cards)

· Service Plan: 10 each month

· Ethiopia:

· SIM Cards: 20 each annually

· Minute Cards: 300 total minute cards annually (preference for 70-minute individual increment cards)

In the Performance Work Statement (PWS) document, paragraph 10 states: "The anticipated primary delivery location for Call Orders is Camp Lemonnier, Djibouti, addressed as follows: Government Representative PSC 831 Box 0034 FPO AE 09902." Does this imply that all services and products under this contract must be delivered to the following address at Camp Lemonnier, Djibouti? Government Representative PSC 831 Box 0034 FPO AE 09902

According to the RFQ, Djibouti is the primary delivery location, so a logistical plan for the other mentioned countries may not be necessary. Could you please confirm if the SIM cards will be used mainly in Djibouti or in the other locations, and if a logistical plan for Kenya, Somalia and Ethiopia is required?
Requirements for the Logistics Plan are outlined in Section 5 of the Solicitation, under Factor 1, Subfactor 2. Delivery requirements may vary based on Call Orders. It is anticipated that most deliveries will be made to Camp Lemonnier, Djibouti.

Could you please provide the total number of SIM cards, Minute cards and Service plans required in each country (Djibouti, Kenya, Somalia, and Ethiopia)?
