About this opportunity

The Federal Aviation Administration's Southwestern Region is seeking small business contractors to refurbish ceiling grids and panels in multiple rooms at the Houston Air Route Traffic Control Center in Houston, Texas. The project involves complete removal and replacement of the existing ceiling infrastructure in the Communications Monitoring Office and Adjacent Storage Room, including removal of 32 fluorescent fixtures, 9 A/C grills, and other ceiling-mounted equipment, followed by installation of a new suspension grid system with 2' x 2' Armstrong ceiling tiles. Contractors must demonstrate past performance through three references for similar projects valued at $50,000 or more and provide proof of insurance coverage. The FAA will award a firm-fixed-price contract to the lowest-priced, technically acceptable offeror based on evaluation criteria focusing on insurance requirements and client past performance history. A mandatory site visit was scheduled for April 30, 2025, with the proposal submission deadline extended to May 19, 2025 at 5:00 PM Eastern Time. All contractors must be registered in the System for Award Management (SAM) and submit any questions within five calendar days following the site visit.

This opportunity is designated as a total small business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45.0 million. The contract value is estimated to be below $100,000, making it accessible to smaller contractors seeking federal construction work. The project scope covers two rooms measuring 56' x 22' and 14' x 14' respectively, with work to be completed during normal business hours (Monday through Friday, 7:00 AM to 5:00 PM). The anticipated start date is July 14, 2025, and the entire work area will be vacated during construction to facilitate the complete ceiling replacement. Performance will take place at the Houston Air Route Traffic Control Center in Houston, Texas 77032, with all demolition work expected to be completed in one day and materials to be stored in the building's basement hallway during construction.
