About this opportunity

The California Army National Guard seeks to procure and install a comprehensive physical security system including intrusion detection, camera surveillance, and keyless entry systems, with quotes due August 21 at 12:00 PM PST. This procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, though a government file indicates it is also designated as a Women-Owned Small Business (WOSB) set-aside; the SDVOSB designation in the RFQ notice controls.

Place of performance is 4821 Viewridge Avenue, San Diego, California. The contract period runs one base year (September 4, 2026 to September 3, 2027) plus four optional 12-month periods and one optional 6-month period, extending through March 3, 2032. All work is firm fixed price.

The Intrusion Detection System (IDS) component requires continuous 24/7 remote monitoring, monthly inspections, emergency repairs, and required reporting. The contractor must report all alarm triggers within one minute of activation or within two minutes of communication loss to the Contracting Officer Representative and designated points of contact via cellular call, text message, and email; if contact is lost, the contractor shall dispatch local law enforcement. Diagnostic assessments must be completed within two hours of malfunction, with on-site technician dispatch within twelve hours if remote resolution is not possible.

Camera surveillance and keyless entry systems are turnkey procurements: the contractor furnishes Trade Agreements Act (TAA)-compliant equipment, installs and configures all systems, and provides standard manufacturer warranty. The Government assumes full administrative control immediately upon installation; no ongoing monitoring or maintenance is required for these two systems.

Site visit registration is due August 12 at 5:00 PM PST, with the mandatory organized site visit on August 13 at 10:30 AM PST. Questions are due August 17 at 12:00 PM PST. Quotes must be submitted in four volumes: Technical Capability (maximum 10 pages), Past Performance (maximum 3 pages), Price, and Administrative. Evaluation is based on technical capability, past performance, and price, with award to the quoter providing best overall value. The NAICS code is 561621, Security Systems Services (except Locksmiths); PSC is S211, Housekeeping–Surveillance. Amendment 0001, effective August 11, added the Instructions and Evaluation Criteria and updated the Performance Work Statement; contractors must acknowledge receipt of this amendment.
