About this file
This document is an Instructions and Evaluation Criteria attachment for RFQ W912LA26QA029 issued by the U.S. Army. The solicitation seeks quotes for an integrated security system including an Intrusion Detection System (IDS), Camera Surveillance System, and Keyless Entry System with continuous monitoring services. Quotes must be submitted electronically via email to grace.marquezvelasquez.mil@army.mil by the deadline specified in the solicitation. Questions and clarifications must be submitted by 12:00 PM PST on August 17, 2026, with official answers posted as amendments to SAM.gov. A mandatory site visit is scheduled for August 13, 2026, to assess facility layout and installation requirements.
Quotes must be organized into four separate volumes: Volume I (Technical Capability, maximum 10 pages excluding product specification sheets) covering equipment specifications, Trade Agreements Act (TAA) compliance certification, IDS monitoring and maintenance plan, and installation/configuration schedule; Volume II (Past Performance, maximum 3 pages) providing up to three relevant contract references from the past three years; Volume III (Price, no page limit) presenting firm-fixed pricing broken down by Contract Line Item Number separating one-time hardware/installation costs from recurring monthly IDS monitoring and maintenance costs for the base period and all option years; and Volume IV (Administrative, no page limit) including completed SF 1449 cover page, representations and certifications, and proof of active SAM registration with SDVOSB status verification. The Government will conduct a comparative evaluation based on three factors: Technical (equipment specifications and TAA compliance, IDS monitoring plan effectiveness, and installation feasibility), Past Performance (relevant similar contracts), and Price (fair and reasonable pricing compared competitively). A single firm-fixed-price contract will be awarded to the responsible quoter providing the best overall value, with the Government reserving the right to select based on greater overall value rather than lowest price alone.

ADDENDUM TO FAR 52.212-1: INSTRUCTIONS TO QUOTERS
1. General Instructions: The following instructions cover specific preparation and submission of the quoter’s quote for this solicitation. Quoters must follow the instructions contained herein. Quoters are cautioned that any noncompliance with the terms and conditions of the RFQ may cause their quote to be determined not eligible for award.
Submission Deadline: Quotes must be received no later than the date indicated on this solicitation.
Submission Method: Quotes shall be submitted electronically via email to the
Contracting Officer at grace.marquezvelasquez.mil@army.mil.
Format: Files must be submitted in PDF or Microsoft Excel formats. Zipped files will not be accepted. If multiple emails are required, the quoter shall number them (e.g., "Email 1 of 3").
2. Questions and Clarifications: All questions or requests for clarification regarding this RFQ must be submitted in writing via email to grace.marquezvelasquez.mil@army.mil no later than 12:00PM PST on August 17, 2026. The Government will not guarantee responses to questions received after this deadline. Official answers will be provided via an amendment posted to SAM.gov.
3. Site Visit: A Site Visit is scheduled for August 13, 2026. Quoters are strongly encouraged to attend to accurately assess the facility layout and installation requirements. See the formal Site Visit Form attached to this solicitation for registration instructions.
4. Quote Preparation and Organization: To facilitate a timely and equitable evaluation, quoters must strictly adhere to the following organization and page limits.
The quote shall consist of four (4) separate volumes:
Volume I: Technical Capability (Maximum 10 Pages, excluding product specification sheets): The technical volume must not contain any pricing information. It shall clearly address the requirements of the Performance Work Statement (PWS) by providing:
A. Equipment Specifications: Detailed product specification sheets (cut sheets) for the proposed Intrusion Detection System (IDS), Camera Surveillance System, and Keyless Entry System.
B. TAA Certification: A clear, affirmative statement certifying that all proposed hardware, software, and components are Trade Agreements Act (TAA) compliant.
C. IDS Monitoring & Maintenance Plan: A narrative detailing the approach to meeting the PWS Section 5.1 requirements for continuous 24/7 monitoring, 1-minute alert triggers, and 2-hour diagnostic assessment capabilities.
D. Installation & Configuration Schedule: A brief project timeline detailing the phases from equipment delivery through installation, system synchronization, and the final administrative turnover of the Camera and Keyless Entry systems to the Government.
Volume II: Past Performance (Maximum 3 Pages) The quoter shall provide up to three (3) references for relevant contracts performed within the past three (3) years. Relevant contracts are those similar in size, scope, and complexity (i.e., providing both hardware installation and ongoing IDS monitoring services). For each reference, include:
Contract Number and Agency/Company Name
Point of Contact (Name, Email, Phone Number)
Total Contract Value and Period of Performance
A brief description of the services/products provided and how they relate to this requirement.
Volume III: Price (No Page Limit) The quoter shall submit their pricing in a standard firm-fixed price quote format.
Pricing must be broken down by Contract Line Item Number (CLIN) to clearly separate the one-time turnkey costs (Hardware, Installation, Configuration for IDS, Cameras, and Access Control) from the recurring monthly costs (IDS Monitoring and Maintenance).
The price volume must include pricing for the Base Period and all Option Years.
Prices must be fully burdened, including all labor, materials, equipment, travel, and overhead.
Volume IV: Administrative (No Page Limit) The administrative volume shall include:
A completed and signed cover page of the Standard Form (SF) 1449 (or applicable solicitation cover).
Completed Representations and Certifications (if not fully updated in SAM.gov).
Proof of active System for Award Management (SAM) registration, including verification of Service-Disabled Veteran-Owned Small Business (SDVOSB) status.
ADDENDUM TO FAR 52.212-2: EVALUATION CRITERIA
Basis for Award (Comparative Evaluation) The Government intends to award a single firm-fixed-price contract to the responsible quoter whose quotation provides the best overall value to the Government.
In accordance with RFO FAR 12.203(c)(2), the Contracting Officer will perform a comparative evaluation of quotations. This evaluation process is highly streamlined and is strictly not subject to the formal source selection procedures of FAR Part 15. The Government will not utilize a formal evaluation plan, assign adjectival scores or ratings, or establish a competitive range prior to communicating with quoters. Instead, the Government will evaluate quotations in an efficient and minimally burdensome fashion by directly comparing them to one another to determine which solution is most advantageous to the Government.
In accordance with RFO FAR 12.203(a), the comparative evaluation will be based on an assessment of three factors: Technical, Past Performance, and Price. The Government reserves the right to select a quotation that provides greater overall value, even if it does not offer the lowest price.
Factor 1: Technical In accordance with RFO FAR 12.203(a)(1), the Government will evaluate the technical factor based on how well the proposed products and services meet the Government’s requirements as defined in the Performance Work Statement (PWS). The Government will directly compare quoters' approaches using the following elements:
Equipment Specifications & TAA Compliance: Whether the proposed IDS, Camera Surveillance, and Keyless Entry equipment meets or exceeds the minimum specifications in PWS Section 5.0, and affirmative certification of Trade Agreements Act (TAA) compliance.
IDS Monitoring & Maintenance Plan: The effectiveness and reliability of the quoter's plan to meet the strict timelines in PWS Section 5.1 (e.g., 24/7 continuous monitoring, 1-minute alert triggers, and 2-hour diagnostic assessments).
Installation & Configuration Approach: The feasibility of the quoter's schedule to install, synchronize, and turn over administrative control of the systems without unnecessarily disrupting Government operations.
Factor 2: Past Performance In accordance with RFO FAR 12.203(a)(2), Past Performance is an important evaluation factor. The Government will evaluate and compare quoters’ records of performing services or delivering products similar in size, scope, and complexity to this requirement (i.e., physical installation of integrated security systems combined with continuous 24/7 IDS monitoring).
Quoters shall provide up to three (3) references for relevant contracts performed within the last three (3) years.
The Government will consider information from a wide variety of sources, including references provided, the Contractor Performance Assessment Reporting System (CPARS), commercial market experience, and the quoter's experience as a subcontractor.
Factor 3: Price In accordance with RFO FAR 12.204(a), the Contracting Officer will evaluate prices to determine if they are fair and reasonable, basing this determination primarily on competitive quotations. Price will not be scored but will be compared directly against competing quotes.
The Government will evaluate the total evaluated price, which includes the one-time turnkey costs (Hardware, Installation, Configuration) plus all recurring service costs (IDS Monthly Monitoring) for the base period and any applicable option years.
Quoters must provide a clear price breakdown separating one-time hardware/installation costs from recurring monthly services.
