About this opportunity
The Department of the Army Medical Command issued a Special Notice on March 24, 2026, announcing its intent to award a sole source contract to OCLC Inc. for a software subscription to WorldShare Ill cataloging and metadata services at Brooke Army Medical Center, located at JBSA Fort Sam Houston, Texas. This notice is classified under NAICS code 519210 (Libraries and Archives) with a small business size standard of 1,000 employees. The contracting office responsible for this procurement is the Medical Readiness Contracting Office - West. While this notice does not constitute a formal request for quotes or solicitation, it invites interested vendors to submit capability statements, proposals, or quotations for consideration. The notice was published with a response deadline of March 26, 2026, and an anticipated award date of April 17, 2026.
The primary objective of this Special Notice is to provide transparency regarding the Army Medical Command's intention to procure specialized cataloging and metadata software services on a sole source basis from OCLC Inc. All responsible sources are eligible to submit documentation by the March 26, 2026 deadline, though the government has indicated its preference for the incumbent vendor. The contract structure includes a base year running from August 1, 2026 through July 31, 2027, followed by four optional 12-month renewal periods, with pricing established on a Firm Fixed Price basis. Interested contractors should note that while this notice opens the door for alternative proposals, the government's stated intent to award to a specific vendor indicates limited competition. This mechanism allows the agency to satisfy federal procurement transparency requirements while simultaneously pursuing its preferred contractor source.
