The solicitation (RFQ FA468625Q0018) will use a Lowest Price Technically Acceptable (LPTA) evaluation process, focusing on technical acceptability and price, with offerors required to demonstrate comprehensive understanding of project requirements including carpet replacement, furniture handling, and asbestos removal. Written questions are due by May 12, 2025 at 10:00 PM PST, and complete technical and price volume quotations must be submitted electronically by May 19, 2025 at 10:00 AM PST. Contractors must prepare the subfloor, submit an abatement plan with certifications, remove and dispose of asbestos-containing materials, provide air clearance sample results, and submit EPA and base environmental notifications.

The project requires moving approximately 60 pieces of office furniture, including desks, chairs, monitors, and equipment, with all work to be completed between 0700-1600 hours, Monday through Friday. The period of performance is from June 23, 2025 to July 16, 2025, with all activities confined to Building 2419 at Beale Air Force Base in California. An asbestos report indicates one sample of carpet glue containing 1% chrysotile asbestos, categorized as EPA Category II with a total quantity of 450 square feet. Contractors must be registered in the System for Award Management (SAM) and have 90 calendar days to hold their pricing from the receipt of offers. A site visit was scheduled for May 8, 2025, to provide potential offerors an opportunity to inspect the work site and understand the project's specific requirements.
