About this file

This document is an Evaluation Criteria attachment for a federal solicitation (RFQ FA468625Q0018) for carpet replacement, furniture moving, and asbestos abatement at Beale Air Force Base in California. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 238990, with a small business size standard of $19M. The project involves replacing carpet tiles and cove base in approximately 1,530 square feet of office space, following the Air Force Carpet II Ordering Guide, and requires comprehensive asbestos abatement including removal, disposal, certifications, and EPA notifications.

The evaluation will use a Lowest Price Technically Acceptable (LPTA) process, with two primary factors: Technical Acceptability and Price. Technical evaluation will focus on understanding project requirements, including carpet replacement, furniture removal and storage, and asbestos abatement. Offerors must demonstrate compliance with specific sub-factors such as following the Air Force Carpet II Ordering Guide, proper furniture handling, and a comprehensive asbestos removal plan. The solicitation requires submission by 19 May 2025 at 10:00 AM PST, with a site visit planned prior to the submission deadline. Award will be made to the technically acceptable offeror with the lowest total evaluated price.

FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS

ADDENDA TO 52.212-2 -- EVALUATION--COMMERCIAL ITEMS

THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE

PHYSICALLY REMOVED FROM ANY RESULTANT AWARD BUT WILL BE DEEMED

INCORPORATED BY REFERENCE. THIS ADDENDA SUPPLEMENTS FAR 52.212-2.

I. EVALUATION FACTORS FOR AWARD

A. Basis for Contract Award The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government under a Lowest Price Technically Acceptable (LPTA) evaluation process. Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, procedures will be followed. To be eligible for award, offerors must submit technically acceptable proposals and provide unit pricing for all line items within the RFQ. Award will be made to the technically acceptable offeror with the lowest total evaluated price (TEP).

B. Determination of Adequate Price Competition The Contracting Officer (CO) anticipates adequate price competition for this acquisition. The CO reserves the right to request additional cost information if adequate price competition is not apparent. If, at any point, the CO determines adequate price competition does not exist, offerors may be required to submit data other than certified cost or pricing data to demonstrate price reasonableness.

C. Assumptions, Conditions, or Exceptions Assumptions, conditions, or exceptions within the offeror’s proposal will be reviewed for potential negative impact on the offeror’s ability to successfully meet the Government’s requirements. Proposals containing assumptions, conditions, or exceptions that negatively impact performance may be deemed technically unacceptable.

D. Clarifications and Communications The Government intends to award without discussions; however, the Government reserves the right to conduct clarifications or communications with offerors to address minor or clerical errors.

E. Evaluation Criteria Quotations will be evaluated using the following LPTA criteria:

1. Factor 1: Technical Acceptability

The offeror's technical approach must demonstrate a clear and comprehensive understanding of the requirements outlined in the Statement of Need (SON), including all tasks to be performed and the methodology for accomplishing those tasks. Specifically, the offeror must demonstrate understanding and ability to comply with the following:

Sub-Factor 1.1: Understanding of Requirements (SON Compliance)

Sub-Factor 1.1.1: Carpet and Cove Base Replacement. Replacing existing carpet with specified new carpet tiles and cove base in the designated areas, following the Air Force Carpet II Ordering Guide.

Sub-Factor 1.1.2: Furniture Removal and Storage. Removing, storing, and reinstalling furniture as described in the SON.

Sub-Factor 1.1.3: Asbestos Abatement. Providing a comprehensive asbestos abatement plan, including removal, disposal, and all required certifications, notifications, and compliance with applicable regulations. The asbestos abatement plan must be submitted to the Government POC and Contracting Officer prior to beginning work.

Sub-Factor 1.2: Schedule Adherence

Sub-Factor 1.2.1: Schedule. The Offeror must demonstrate the ability to meet the schedule requirements outlined in the solicitation, including all key milestones and delivery dates.

Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Quote clearly demonstrates a comprehensive understanding of the intended procedures required to complete the scope of work as outlined in the SON.

Unacceptable Quote does not clearly demonstrate a comprehensive understanding of the intended procedures required to complete the scope of work as outlined in the SON.

2. Factor 2: Price Price will be evaluated for fairness and reasonableness using price analysis techniques. The total evaluated price (TEP) will include all CLINs. Offerors with technically unacceptable proposals will not be evaluated for price.

Award will be made to the lowest priced technically acceptable offeror.

II. DEFINITIONS

Lowest Price Technically Acceptable (LPTA): A source selection process whereby best value is presumed to result from selection of the technically acceptable proposal with the lowest evaluated price.
