The scope includes maintenance work on four roads totaling 27.58 miles, encompassing road blading, drainage function restoration, replacement of 49 overside drains, and channel clearing of material under two bridges within the Airport Fire Burn area. Proposals will be evaluated using a tradeoff process considering past performance, technical approach, key personnel, performance schedule, and price. Critical dates include a pre-proposal site visit on August 13, 2025, a deadline for Requests for Information by August 15, 2025 at 11:00 AM PDT, and final proposal submissions due by August 25, 2025. The contract includes a 120-calendar day performance period with work projected to begin in summer 2025.
This opportunity is designated as a total small business set-aside with a size standard of $45 million under NAICS code 237310 for Highway, Street, and Bridge Construction. Work will be performed in the Cleveland National Forest's Trabuco Ranger District, spanning Riverside and Orange Counties, California. The project involves specific technical requirements including installation of corrugated metal spillways, material removal and end haul operations, and adherence to strict environmental best management practices for erosion control and water quality protection. Contractors must comply with fire plan restrictions and Service Contract Act wage determinations, with work limited to non-holiday weekdays between 7:00 AM and 7:00 PM.
