About this file

This document is a Best Management Practices (BMP) guide for road maintenance and ground-disturbing activities, specifically for the Canyon Fire Recovery Road Maintenance project in Cleveland National Forest, California. The BMPs outline comprehensive environmental and operational guidelines, including erosion control, site staging, waste management, invasive weed prevention, and spill response protocols. Key requirements include having erosion control measures ready, designating specific areas for equipment staging and refueling away from sensitive environments, developing spill prevention and response plans, and limiting operations to dry soil conditions and previously disturbed areas to minimize environmental impact.

The document provides detailed instructions for contractors, referencing multiple regulatory codes (Fac-2, Aq-2, Road-3, Road-5, Road-6, Road-10), to ensure environmentally responsible road maintenance practices. The guidelines emphasize preventing sediment runoff, containing potential chemical spills, avoiding invasive weed spread, maintaining natural drainage patterns, and utilizing state-approved best practices during construction and ground-disturbing activities.

Road Maintenance BMP’s

All Construction, Road work, and Ground-Disturbing Activities

• Erosion control (Fac-2) o Have erosion control measures on site (and ready to install) to prevent sediment from moving off site in the event of a runoff producing storm.

o Identify stockpile, fueling and staging areas to be used during construction activities and utilize previously disturbed areas as much as possible.

• Designate areas for staging equipment and supplies, stockpiling materials, parking, and temporary refueling and servicing and locate these areas away from sensitive environments and drainage paths.

(Fac-2, Aq-2, Road 10)

• Identify waste areas prior to the start of operations. (Road-3)

• Take suitable measures to avoid the spread of invasive weeds (wash machinery prior to arriving at the site). (Road-3)

• Develop a Spill Prevention Control and Countermeasures [SPCC], spill response plan, and emergency response plan for refueling and servicing sites. (Road-10) o Identify and use suitable measures around vehicle service, storage and refueling areas, chemical storage and use areas, and waste dumps to fully contain spills and avoid or minimize soil contamination and seepage to groundwater. (Road-10) o Use suitable measures to avoid spilling fuels, lubricants, cleaners, and other chemicals during handling and transporting. (Road-10) o Report spills and initiate suitable cleanup action in accordance with applicable State and Federal laws, rules, and regulations. (Road-10)

• Construction area limits will be designated on project maps. (Fac-2)

• Limit operations to dry soil conditions and periods with low probability of the occurrence of runoff-generating storms, enough to avoid excessive rutting, soil puddling, or runoff of sediment. (Fac-2, Road-5)

• Limit operations to previously disturbed areas to the extent practicable. (Fac-2, Road 6) o The natural drainage pattern of the area will be maintained to the extent practicable.

• Utilize other applicable State BMPs (related to construction/engineering, listed in the contract). (Fac- 2)
