About this opportunity
The Federal Highway Administration is seeking bids for a comprehensive road rehabilitation project within Sequoia and Kings Canyon National Park in California. The solicitation covers the rehabilitation of up to 12.09 miles of Mineral King Road, which involves pulverizing existing pavement, placing aggregate base, conducting asphalt paving, and implementing various infrastructure improvements. Key contract requirements include constructing soldier pile walls, soil nail walls, special rock embankment, and comprehensive drainage improvements such as ditch paving, culvert replacement, and inlet installation. The project will be evaluated through a full and open competitive process with a HUBZone price preference, with bids due by November 6, 2024. Potential bidders must demonstrate capability to work in a remote, environmentally sensitive mountainous terrain while maintaining intermittent public access during construction.
The solicitation is not set aside for any specific small business category, making it open to all qualified contractors. The estimated project cost ranges from $25 million to $35 million, with construction anticipated from April 2025 through October 2027. Principal work items include 22,500 linear feet of ditch excavation, 1,900 cubic yards of rip rap, 700 cubic yards of special rock embankment, and 26,000 tons of asphalt pavement. The project will be performed in Tulare County, California, specifically within the Sequoia and Kings Canyon National Park boundaries. Key infrastructure work includes installing 380 linear feet of steel H piles, 9,800 linear feet of culverts ranging from 24" to 48", and 70 concrete box inlets, with the project requiring complex engineering solutions in a challenging geographical environment.
