About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 20 (NCO 20) issued a Special Notice requesting SF330s for an Engineering Services Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation (36C26025R0038). This procurement was designed to consolidate engineering services requirements across Veterans Integrated Service Network (VISN) 20 facilities located in Alaska, Idaho, Oregon, and Washington states. The notice was initially posted on February 21, 2025, with multiple modifications issued through April 2025 to address industry questions and clarify submission requirements. However, the solicitation was subsequently cancelled on February 18, 2026, as the government determined it was in its best interest to pursue a national vehicle set-aside instead. No awards or selections were made under this regional solicitation before the cancellation.

The original purpose of the solicitation was to award up to eight firm-fixed-price MATOC IDIQ contracts with a five-year ordering period (one base year plus four one-year options) for a total shared capacity of $65 million, with individual project values ranging from $2,500 to $5 million. The procurement was a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 541330, requiring firms to be registered in SAM.gov, certified as SDVOSBs by the Small Business Administration, and meet the $25.5 million size standard. Engineering services were to include studies, design, and construction period services for new construction, remodeling, alteration, repair, and maintenance work with construction inspection services. Contractors were required to submit SF330 qualifications with resumes for specific engineering disciplines, past performance questionnaires, professional licensing documentation, and a VA Notice of Limitations on Subcontracting certification. In place of this regional procurement, the VA awarded a national SDVOSB MATOC vehicle with nineteen awardees to support all VISN 20 engineering service requirements.
