This amendment distributes additional industry questions and VA answers.
9- Do the PPQs need to be in the VA format provided?
Per Criteria 4, Past Performance, paragraph 5, evaluation may be based on
PPQs, but no format is mandated. VA has provided a PPQ that can be used;
however, if not used, please ensure your submission includes all information on the PPQ provided.
10- Can multiple disciplines be covered in one resume, or does each discipline need an individual resume?
Per Criteria 1- Professional Qualifications, provide one resume for each discipline. One person’s resume can be submitted for more than one discipline.
11- Do all projects need to be construction complete?
None of the criteria require construction complete.
12- Due to the need for 10 projects with PPQ’s, is it possible to move the due date to
May 17?
Per Criteria 4- Past Performance, there was no minimum number of PPQs required to be submitted. Per Page and Example Limits, the maximum number of
PPQs VA will evaluate is ten (10).
VA currently does not anticipate extending the deadline for receipt of SF330s.
13- Is there a page limitation for the entire SF330 package? The only page limitations we have found are under “PAGE AND EXAMPLE LIMITS”?
There is no page limit for the entire SF330. Page limits are only identified for specific sections as set forward in Page and Example Limits.
14- GIS: In what manner do you see GIS requested in a task order.
This solicitation is not for a task order and is for an IDIQ.
15- Graphic Design: Will you provide us with some examples of the type of graphic design anticipated in this IDIQ. We have not encountered this in many task orders we have done with the VA.
This solicitation is not for a task order and is for an IDIQ. Graphic Design work will not be done on the IDIQ, but may be on any subsequent task orders.
16- Construction Inspection is typically performed by a construction inspection and testing firm brought on by the General Contractor. Design firms provide periodic construction observation. Are you actually looking for the design firm to bring on a construction inspection firm? How would you see that playing out in a task order? Would the VA AE budget be able to handle the added cost of a construction inspector to the AE fee?
Construction Inspection is a required discipline under Criteria 1. It is up to the firm to determine if they will provide this either in-house or through consultants.
How construction inspection “plays out” in a task order will be specific to the
VA’s needs for that task order. This posting is for the IDIQ only.
VA cannot comment on budgets for future projects.
17- In addition to the disciplines listed in Criteria 1, will we be able to provide resumes for disciplines that are not listed, but we know from experience are typically needed such as: Hazardous Materials consultant, Commissioning, Interior design?
VA will not evaluate or otherwise consider resumes for disciplines not listed in
Criteria 1.
18- The following question is a follow-up to question 2: does this answer indicate that we need to supply a license image or is this indicating that the states and accompanying license numbers listed on the resumes are sufficient?
The professional licenses and registrations simply require documentation be provided. The documentation shall be legible, and within the formatting guidelines for the overall submission.
19- Regarding the recent Q&A response to Q5, it states “The font requirement is no smaller than 12-point for all sections of the SF330 for legibility when reviewing digitally,” does this requirement also apply to captions, graph, and tables?
Yes.
20- Can we use one qualified professional be used for multiple disciplines?
See response to question 10.
21- Regarding Q3 in the recent Q&A, would you be willing to reconsider accepting completed PPQs older than 12 months?
No, submit per requirements of Criteria 1 as supplemented by question 3.
22- Please confirm if it is acceptable to submit only one resume for each key position listed in the solicitation.

23- Request that we provide license and registration numbers and expiration dates in the Section E Resume block 17 in lieu of copying actual licenses and registrations. This will comply with your stated response in question 2, “The documentation should be legible, and within the formatting guidelines for the overall submission.”
