The purpose of this amendment is to distribute the industry questions received thus far, and VA’s answers to them.
1- Can a firm submitting as a prime for this opportunity also be a subconsultant on another firm’s team?
There is no blanket prohibition on a prime contractor submitting a SF330 while also being used on another SF330 as a subconsultant.
However, all firms should be cognizant of FAR part 3, Improper Business
Practices and Personal Conflicts of Interest, specifically FAR 3.303. If there is any suspicion of potential collusive actions at any time, it will be reported to the
Department of Justice.
2- For the required professional licenses and registrations, may we supply an internet screen capture of the current license or registration instead of a PDF of the actual license?
The professional licenses and registrations simply require documentation be provided. The documentation shall be legible, and within the formatting guidelines for the overall submission.
3- With regards to PPQs, will you accept a previously completed PPQ for a project?
If the previously completed PPQ contains all the required information and it is completed within the last 12 months, it can be reused for this notice.
4- Can the font requirement be expanded to include Time New Roman or an equivalent size of serif font at 12pt?
No. VA has determined that it is in best interest to require a sans-serif font and in the interest of clarity, is further clarification that requirement to be Arial, no smaller than 12-point font.
5- Can the font requirement be expanded to include the instruction that the text in
Section H may include no smaller than 10 pt text in captions, graphs and tables?
The font requirement is no smaller than 12-point font for all sections of the SF330 for legibility when reviewing the SF330s digitally.
6- Under Criteria 1- Professional Qualifications, would you please clarify the role of
Graphic Design? Is this meant for architectural graphics (such as Revit renderings) and wayfinding?
Graphic Design is for Revit and BIM drawings. Yes, is intended to assist with wayfinding, and to allow stakeholders to better understand new floor plans with furniture layouts. Additionally, 3D digital models of buildings that include detailed information about every aspect of the structure, aiding in planning, construction, and maintenance by providing a comprehensive, collaborative, and efficient approach to building projects.
7- Under Criteria 1- Professional Qualifications, would you please clarify what is meant by Cost Estimator (3rd party)?
Cost Estimating Professional can be In-House or through Consultants, CPE certification is a good indication that a cost estimator is qualified.
For clarity, VA is removing the qualifier “third-party” from the bullet point for cost-estimator.
8- Under Criteria 2- Specialized Experience and Technical Competence, would you please clarify what is meant by construction design? Does this refer to the firm’s ability to produce Construction Documents and Specifications?
Yes, Technical Competence in areas additional to Architectural, i.e. civil, structural, mechanical electrical, plumbing, low voltage network…. etcetera.
