24- Are we able to submit multiple resumes for the same discipline?

Per Criteria 1 and the Page and Example Limits, the request for SF330s does not restrict the submission of multiple resumes for the same discipline.

25- Are we able to submit additional disciplines that are not listed in the Request for

Qualification?

Your firm may have the capability in-house or via subconsultants to do so; however, VA will not consider submissions of disciplines not included per Criteria 1.

26- I am writing for some clarification to Question number 22 in the recent modification released for this solicitation. I feel the initial question was asking if one resume (at a minimum) would be acceptable. The answer provided was “per Criteria 1 –

Professional Qualifications, provide one resume for each Discipline.” I was confused as

I could not find that reference, as stated, in the original solicitation document. I am not sure if you are meaning that one resume is fine, or you do not want any more than one resume per discipline provided?

The reference in question 22 is to the following: Criteria 1 para 2 (first paragraph after the bullet point list) states that “the selected firm must have, either in-house or through consultants, an architect or engineer in each discipline listed above.” (emphasis added)

27- Under Criteria 4- Past performance- the solicitation states, “The evaluation may be based on information provided through CPARS, PPQs, and may include other information provided by the firm, customer inquiries, other Government databases and other information available to the Government including information from the points of contact provided by the offeror and the VA staff’s knowledge of and experience with the firm.” If client testimonials are added to our responses, can they be referenced in

Section H but presented with the CPARS and PPQs as an addendum so that not be included in the Section H 15-page limit?

No. VA is not requesting client testimonials or copies of CPARS be submitted as part of mandatory requirements. Optional PPQs may be submitted separately from your SF330 and will not count against Section H page limits.

28- Can CPARs and PPQs be presented for consideration under Criteria 4 if they are not directly related to a project presented in Section F?

Per Criteria 4, Past Performance, there is no restriction that evaluators will only consider past performance on projects presented in Section F.

29- Many of our professional architects and engineers have licenses in several states. Will it be sufficient to supply just one of those and reference all others in the resume (box 17), or would you like screen captures of all valid licenses?

Per Criteria 1, firms will need to demonstrate that they have a licensed/registered architect or engineer in each discipline listed in Criteria 1 to meet minimum requirements. Unless specifically noted in a task order scope, licensing is not required to be from a particular state.

30- Do you also require all professional certifications to be included (eg Professional

Traffic Operations Engineer, OSHA 30-hour, Project Management Professional) or only those that are specific to the assigned role (eg, GIS Professional Certification for the

GIS specialist)?

Per Criteria 1, the requirement is that firms will need to demonstrate that they have a licensed/registered architect or engineer in each discipline listed in Criteria 1 to meet minimum requirements. It is a firm’s business decision how they may provide any further information to show how their proposed team meets the requirements across all

Criteria.

31- Would you prefer the licenses and relevant certifications are provided as an appendix after the Part II forms, or as an appended group after all resumes in Section

E?

No. Appendices will not be considered. Documentation can include filling out the information requested in block 17 or including a copy of the license/certificate in Section

H, which will count towards the page limit.

32- As for CPARS evaluations and PPQs, would you prefer that these are provided as an appendix after the Part II forms, or as an appended group after all project examples in section F?

No. VA is not requesting copies of CPARS be submitted as part of mandatory requirements. Optional PPQs may be submitted separately from your SF330 and will not count against Section H page limits.

33- On Criteria 1, you list that you are seeking personnel for Computer-Aided

Drafting and Design (CADD) and Geospatial Information Systems (GIS). The wording suggest sit was originally intended for one person/resume. After some discussion, we believe these are two distinct disciplines. Would you consider accepting separate resumes for CADD and GIS?

VA is amenable to considering CADD and GIS separate disciplines for the purpose of resume submission.
