About this opportunity

The U.S. Army Mission and Installation Contracting Command (MICC) at Dugway Proving Ground, Utah, is soliciting proposals for bulk propane supply and delivery services under RFQ W911S6-26-Q-A009. The contract will be awarded on a firm-fixed-price basis with economic price adjustment, with all pricing based on the Butane-Propane News (BPN) Weekly Propane Newsletter index for AePEX Energy: Las Vegas, NV, published April 23, 2026, plus a contractor-proposed fixed markup per gallon. Offerors must demonstrate responsibility by providing evidence of at least 500,000 gallons of propane delivery annually within the past three years and must submit quotes in three separate volumes covering technical approach (not to exceed 30 pages), past performance documentation (2-3 recent contracts), and pricing schedule. Evaluation will be conducted sequentially, with award made to the lowest-priced responsible and technically acceptable offeror based on lowest evaluated price among technically acceptable proposals. The offer due date is May 6, 2026, at 10:00 AM Mountain Daylight Time, and all offerors must acknowledge receipt of Amendments 0001 and 0002 prior to submission to avoid rejection.

This is a designated women-owned small business (WOSB) set-aside acquisition with no indication of specific incumbent contractors identified in the solicitation materials. The estimated annual propane requirement is approximately 1,202,000 gallons, comprising 174,000 gallons for Army Family Housing (CLIN 0001) and 1,028,000 gallons for Non-Army Family Housing (CLIN 0002), with the base contract period running from July 1, 2026, through June 30, 2027, followed by four one-year option periods and a six-month extension option. The contract includes 30-day phase-in and phase-out activities, with the contractor required to maintain all propane tanks at a minimum 20 percent fill level to prevent service interruptions. Performance will take place at Dugway Proving Ground, located approximately 90 miles southwest of Salt Lake City, Utah, a remote installation spanning 1,252 square miles that serves as the nation's Major Range Test Facility Base for chemical and biological defense testing.
