All other terms and conditions of the solicitation remain unchanged and in full force and effect.

The purpose of Amendment 0002 to Block 14 (Description of Amendment/Modification):

Solicitation W911S6-26-Q-A009 is to:

Correct the mandatory Butane-Propane News (BPN) Index location established in Amendment 0001. The Government has verified that the "Kinder Morgan - Altamont, Utah" posting is no longer published.

Establish "AePEX Energy: Las Vegas, NV" published on Thursday, April 23, 2026, as the new, mandatory BPN Index baseline for all pricing calculations and evaluations.

Update the Addendum to FAR 52.212-1 (Instructions to Offerors) and the Addendum to FAR 52.212-2 (Evaluation) to replace all references of "Kinder Morgan - Altamont, Utah" with "AePEX Energy: Las Vegas, NV".

Delete "Attachment 2 - Pricing Schedule (Revised 27-Apr-2026)" and replace it with "Attachment 2

- Pricing Schedule (Revised 01-May-2026)" to hardcode the "AePEX Energy: Las Vegas, NV" location into Section A. Offerors must use this newest version of the pricing schedule to submit their quote.

Amend consolidated Q&A document to formally address this change.

This addendum provides specific instructions for preparing and submitting quotes in response to

RFQ W911S6-26-Q-A009.

1. GENERAL INSTRUCTIONS

a. This is a competitive acquisition for a commercial product (bulk propane) conducted in accordance with Federal Acquisition Regulation (FAR) Part 12.

b. The Government intends to award a firm-fixed-price purchase order with an Economic Price Adjustment to the responsible offeror whose quote is the most advantageous to the Government, based on the evaluation process described in the addendum to FAR 52.212-2.

c. Offerors are required to meet all requirements of the solicitation. Failure to do so may result in a quote being determined unacceptable and ineligible for award.

2. SPECIAL STANDARD OF RESPONSIBILITY (Definitive Responsibility Criterion)

a. In accordance with FAR 9.104-2, the Government has established a special standard of responsibility for this acquisition due to the critical nature of the fuel supply requirement.

b. To be determined responsible and therefore eligible for award, an offeror must demonstrate that they have recent and relevant past performance providing bulk propane supply.

c. Recent is defined as a contract that has been active within the last three (3) years. Relevant is defined as a contract of similar scope and magnitude. For this RFQ, magnitude is defined as the successful delivery of at least 500,000 gallons of propane annually.

d. Offerors shall provide this proof in Volume II - Past Performance. An offeror that does not meet this minimum requirement will be determined nonresponsible and its quote will be ineligible for award.

3. QUESTIONS REGARDING THE SOLICITATION

a. Offerors are responsible for carefully reviewing all terms and conditions of this RFQ.

b. All questions regarding this solicitation shall be submitted in writing via email to the Point of Contact, Amy Eilerts, at . The subject line of the email should amy.m.eilerts.civ@army.mil include the solicitation number: W911S6-26-Q-A009.

c. The deadline for receipt of questions is . Questions 10:00 AM MDT on Monday, 27 April 2026 received after this deadline may not be answered.

d. All questions and the Government's official answers will be published in a formal amendment to the solicitation and posted to the Government Point of Entry (e.g., SAM.gov).

4. SITE VISIT

a. Purpose and Schedule: A Site Visit is scheduled for 10:00 AM MDT on Tuesday, 21 April 2026. Offerors are urged and expected to inspect the site to satisfy themselves regarding all general and local conditions that may affect contract performance. Failure to inspect the site shall not constitute grounds for a claim after contract award.

b. Registration (Mandatory): Interested offerors shall register for the site visit by contacting Amy Eilerts, Contract Specialist, at no later than amy.m.eilerts.civ@army.mil 10:00 AM MDT on

. The registration email is required for access to the e-Advance Wednesday, 15 April 2026 Visitor Pre-registration system and must include the following information for each attendee:

Attendees are advised to arrive at the Dugway Proving Ground (DPG) Visitor Control Center no later than 9:30 AM MDT to allow for processing. The Visitor Control Center opens at 7:00 AM MDT.

After badging, a general introduction will take place at MICC-DPG, 5330 Valdez Circle.

Drivers must present a current vehicle registration, valid driver's license, and proof of insurance. All vehicles are subject to search at any time on the installation.

All visitors may be subject to an Interstate Identification Index (III) Background Check.

Adverse information may result in denial of access.

d. Disclaimer: Questions will not be formally answered during the site visit; all questions, including those arising from the site visit, must be submitted in writing in accordance with the 'Questions Regarding the Solicitation' section above. The official Government response to all questions will be published as a formal solicitation amendment.

5. QUOTE SUBMISSION AND FORMAT

a. Quotes shall be submitted in three (3) separate volumes as described below. No pricing information shall be included in Volume I (Technical) or Volume II (Past Performance).

b. The complete quote shall be submitted electronically to the Point of Contact specified on the SF 1449 cover page no later than: 10:00 AM MDT on Wednesday, 06 May 2026.

6. VOLUME I: TECHNICAL QUOTE

a. The Technical Quote shall not exceed .30 pages

b. This volume must provide a clear and detailed approach demonstrating the offeror's capability to meet all requirements of the Performance Work Statement (PWS). The quote must address, at a minimum, the following elements:

i. Technical Approach: A detailed narrative describing the logistical plan for managing inventory and ensuring all propane tanks are maintained at or above the 20% fill level to prevent outages, as specified in PWS Performance Requirements Summary (PRS) #3.

ii. Quality Control (QC): A draft Quality Control Plan (QCP) that demonstrates how the offeror will meet the PWS quality standards to ensure safe, sound, and fully functional tank systems are provided and maintained.

iii. Transition Plan: A draft Phase-In / Phase-Out (PIPO) plan demonstrating the ability to replace all required tank systems within the 30-day phase-in timeframe while ensuring any single tank outage does not exceed 10 hours, as required by PWS PRS #1.5.

7. VOLUME II: PAST PERFORMANCE

a. Corporate Experience: Submit a summary of at least two (2), but no more than three (3), recent and relevant contracts that meet the definitive responsibility criterion described in Paragraph 2 of this addendum. For each contract, provide a description, contract number, period of performance, total annual gallons delivered, and a valid customer point of contact.

b. Teaming and Subcontracting: An offeror may use the experience of a key subcontractor or teaming partner to meet the definitive responsibility criterion, provided the quote clearly demonstrates the subcontractor's binding commitment to this effort and describes their substantive role in performance.

8. VOLUME III: PRICE QUOTE

a. Offerors shall complete Attachment 2 - Pricing Schedule in its entirety. The following instructions correspond to each section of the Pricing Schedule. Failure to complete the schedule as instructed may result in the quote being determined unacceptable.

b. Instructions for Section A: Basis of Pricing - The values entered in this section establish the baseline for all subsequent price calculations.

Line 1 & 2, Mandatory BPN Index Date and Location: To ensure an equitable evaluation baseline, all offerors use the BPN Weekly Propane Newsletter published on shall

, for the posting. The Thursday, April 23, 2026 AePEX Energy: Las Vegas, NV Government has pre-filled this information on the revised Attachment 2.

Line 3, BPN Index Price: The offeror shall enter the corresponding price per gallon for the AePEX Energy: Las Vegas, NV posting from the mandatory April 23, 2026 publication.

This price will serve as the "BPN Index Rate" for all calculations in Section B.

Line 4, Proof of Index Price: Because the Government does not maintain a BPN subscription, the offeror shall submit verifiable proof of the April 23, 2026, AePEX Energy:

Las Vegas, NV BPN index price as an attachment to Volume III. Acceptable proof includes an authorized excerpt from the BPN newsletter, a screenshot of the pricing table, or a certified pricing letter from the offeror's bulk supplier confirming the published BPN rate for that specific date and hub. Failure to provide proof of the baseline index price will result in the quote being determined unacceptable.

c. Instructions for Section B: Pricing Calculation Schedule

The "Estimated Annual Gallons" for each CLIN are provided by the Government and shall not be altered.

The "BPN Index Rate" column will be populated with the value the offeror enters in Section A, Line 3.

Offeror's Markup per Gallon: The offeror shall enter their firm-fixed-price, fully burdened markup per gallon. This markup shall remain fixed for the entire life of the contract, including all option periods. The markup must include, but is not limited to, all costs for transportation, freight, labor, tank provision and maintenance, administrative overhead, general and administrative (G&A) expenses, profit, etc.

The offeror shall propose a markup for the Base Year and for each of the four (4) Option Years.

The "Total Rate per Gallon" and "Total CLIN Price" for each CLIN will be calculated by adding the BPN Index Rate to the offeror's proposed markup, and then multiplying that total rate by the estimated annual gallons.

Option to Extend Services (CLINs 5001/5002): The offeror shall not enter a new markup for these lines. These CLINs will be priced and evaluated using the markup proposed for Option Year 4, in accordance with FAR 52.217-8.

d. Instructions for Section C: Phase-In / Phase-Out Pricing

The offeror shall enter a single, total firm-fixed-price for CLIN 0003, Phase-In Activities.

A separate narrative delineating the costs that make up the PIPO pricing must also be provided.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

GENERAL

The Government will issue a purchase order to the responsible offeror whose quote conforms to this Request for Quote (RFQ) and is determined to be the most advantageous to the Government.

Award will be made based on the lowest evaluated price from among quotes that are rated "Acceptable" for the non-price factors.

EVALUATION PROCESS

The Government will use the following sequential process:

1. Responsibility Determination (Past Performance Gate):

The Government will first evaluate Volume II - Past Performance to determine if the offeror meets the (i.e., the definitive responsibility Special Standard of Responsibility criterion) outlined in the Addendum to FAR 52.212-1, Paragraph 2. Any offeror failing to meet this minimum requirement will be determined nonresponsible and their quote will be ineligible for award.

2. Technical Evaluation:

For all responsible offerors, the Government will evaluate the Technical Quote (Volume I). To be considered for award, the quote must receive a rating of "Acceptable."

3. Award Decision:

From the pool of quotes determined to be responsible and technically acceptable, an award will be made to the offeror who submitted the quote with the lowest total evaluated price.

EVALUATION FACTORS

1. FACTOR 1: PAST PERFORMANCE (Responsibility Determination)

The Government will evaluate the offeror's submitted past performance to verify that they meet the minimum requirement of at least one recent (active within the last 3 years) and relevant (similar scope and magnitude, defined as delivering 500,000+ gallons of propane annually) contract. The quality of this past performance will also be considered as part of the overall responsibility determination. An offeror that does not meet the minimum requirement will not proceed to the next stage of the evaluation.

2. FACTOR 2: TECHNICAL (Acceptable / Unacceptable)

For offerors who meet the past performance standard, the Government will evaluate their technical quote to ensure the proposed Technical Approach, Quality Control Plan (QCP), and Phase-In/Phase-Out (PIPO) Plan meet the minimum requirements of the PWS. The evaluation of the PIPO plan will specifically assess the offeror's ability to meet the required 30-day phase-in timeframe. A quote that fails to demonstrate a clear and adequate approach to meeting all PWS requirements will be rated "Unacceptable".

3. FACTOR 3: PRICE

Price will not be rated or scored. After identifying all responsible and technically acceptable quotes, the Government will determine the lowest-priced offeror based on the total evaluated price. The price evaluation will consist of the following:

Total Evaluated Price: The Government will calculate a total evaluated price for each quote.

This price will be the sum of all CLINs for the base period, all four (4) option years, the Phase- In/Phase-Out (PIPO) CLINs, and the six-month Option to Extend Services, as calculated in Attachment 2. The calculation will be based upon the mandatory April 23, 2026 BPN index price for the AePEX Energy: Las Vegas, NV posting.

Reasonableness and Completeness: The Government will evaluate the total evaluated price for reasonableness. The Government will verify the offeror's submitted proof of the April 23, 2026, AePEX Energy: Las Vegas, NV BPN index price to ensure calculation accuracy. The Government will also evaluate the proposed fully burdened markup/margin, which must cover all costs including, but not limited to, transportation, freight, labor, tank provision and maintenance, administrative overhead, G&A expenses, and profit. A proposed markup that is determined to be unrealistically low or otherwise unreasonable may render a quote ineligible for award. The Government may also check for unbalanced pricing between CLINs.
