About this opportunity
The U.S. Army Materiel Command Mission and Installation Contracting Command Fort Hood, on behalf of Dugway Proving Ground (DPG), is seeking qualified contractors to provide bulk propane supply and delivery services to the remote installation located approximately 90 miles southwest of Salt Lake City, Utah. The contractor must supply propane to tanks ranging from 5 to 30,000 gallons and maintain minimum usable fill levels of 20 percent tank capacity for tanks greater than 30 gallons, with zero allowable propane outages unless specifically approved by the Contracting Officer or Contracting Officer Representative. Key requirements include providing all necessary personnel, equipment, supplies, facilities, transportation, maintenance, accounting, invoicing, and reporting services, with the contractor responsible for managing both government-owned and contractor-owned tank inventories. Respondents must demonstrate relevant prior experience on similar propane supply contracts, provide detailed capability statements with supporting documentation, submit pricing information with basis of cost, and offer suggestions for structuring the requirement to facilitate small business competition. The current deadline for responses to this Sources Sought Notice (Amendment 1) is February 24, 2026, at 10:00 a.m. Mountain Standard Time, and responses should be submitted to Contract Specialist Amy M. Eilerts at amy.m.eilerts.civ@army.mil.
This pre-solicitation notice contains no set-aside designation, though the Government has indicated it may set the requirement aside for small business concerns, including 8(a) Program participants, Small Disadvantaged Businesses, HUBZone firms, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses. The anticipated annual propane requirement is approximately 1,000,000 gallons based on historical delivery data of approximately 900,000 gallons in 2025, though the Government notes this estimate is for planning purposes only and actual requirements may fluctuate significantly due to weather conditions and operational tempo variations. The contract is anticipated as a Firm Fixed Price arrangement with Economic Price Adjustment provisions, with an anticipated award date of July 1, 2026, and the NAICS code is 457210 (Fuel Dealers) with a size standard of 100 employees. The contractor will manage an inventory that includes approximately 11 government-owned large tanks totaling approximately 71,000 gallons capacity and approximately 184 contractor-owned smaller tanks at various locations across the installation. No current incumbent contractor has been identified in the notice materials provided, and the Government reserves the right to add or delete tanks during the contract term with tank replacement or acquisition to be completed within 90 calendar days of award.
